警察总部全国刑事调查主任尹树基日前向媒体汇报警方在打击大耳窿活动方面的进展，并说警方将建议政府修改法令，让向大耳窿借贷者也同样受到法律对付，理由是这些向大耳窿贷款者逼使逼使大耳窿用法罪手法，例如骚扰、动粗甚至谋杀，来向贷款者追讨他们借出的款项。 从理论来看，放高利贷既属非法活动，那么放高利贷者和借高利贷者都触犯了法律；一如卖淫和贩毒，卖淫者和嫖妓，贩毒者和吸毒者都会同样受到法律的对付一样。但是，警方的这建议是否合乎现实与人情，是否能真正解决大耳窿活动猖獗的问题呢？ 从我所接触过的一些被大耳窿追债的个案看来，撇开一些为偿还赌债而借高利贷的个案不谈，很多借高利贷者都是低收入的市井小民，他们向大耳窿借钱的原因往往是为了解决短期的金钱需要，特别是解决生意周转的需求。这些小市民初时向大耳窿借贷的款额并不多，通常是数千到数万元，之后往往为了偿还庞大的利息而不断的再向其他大耳窿举债，导致他们拖欠的债务如雪球般的越滚越大，到无法偿还的地步，而饱受大耳窿的威胁与骚扰。
