THE Selangor state government is urging owners of double-storey terrace houses in Taman Lestari Perdana, Seri Kembangan, to apply for their land titles under an exercise with the Selangor Land and Mines Office (PTGS).
Selangor executive councillor Teresa Kok said the state had confiscated more than 40.46ha of land in the area recently because the developer had not paid the premium for the land.
“It was a joint venture between a Talam-related company and another developer in early 2000 and the property was built but the land premium was never paid up.
“Under the National Land Code, the state government can confiscate the land if the lease is allowed to lapse for more than 10 years without payment,” said Kok during a press conference at a community hall in Taman Putra Permai recently.
She said the PTGS and Petaling Land office had organised a briefing session and mobile counter on Oct 13 for owners to apply for their land title but only 131 owners turned up and submitted their applications.
The remaining 191 owners are urged to submit their application before Oct 26 at the Petaling Land Office by bringing the following documents: the houseowner’s identity card, the property sales and purchase agreement, housing loan, latest assessment bill, land application fee of RM50 and site plan application fee of RM40.
After the application is approved, the owners would have to pay the premium of about RM1,500 to the Land Office before the state government issues the titles.
Another session has been sche-duled for Nov 3 at the Dr George Lim community hall in Bandar Putra Permai in Seri Kembangan.
Kok said there were other areas that have not been issued land titles and the Land Office would organise sessions in stages so that houseowners could apply for their titles.

PENYELESAIAN ISU PEMBERIMILIKAN TANAH DI LESTARI PERDANA ZON 6 (LP2), ZON 7 (LP3) DAN ZON 9 (LP6) 330 UNIT RUMAH TERES DUA TINGKAT.
1. Pada 13 Oktober 2012 (Sabtu), Pejabat Tanah dan Galian Selangor dan Pejabat Tanah Daerah Petaling dengan kerjasama Majlis Perbandaran Subang Jaya telah mengadakan Majlis Taklimat bersama pembeli bagi isu penyelesaian pemberimilikan tanah di bawah seksyen 76 Kanun Tanah Negara (KTN) di Lestari Perdana Zon 6 (LP2), Zon 7 (LP3) dan Zon 9 (LP6) yang melibatkan 330 unit rumah teres dua tingkat.
2. Pengarah Tanah dan Galian Selangor telah merekodkan seramai 139 pembeli telah hadir daripada jumlah keseluruhan 330 unit rumah teres dua tingkat, dimana 131 daripada pembeli yang hadir, telah mengemukakan permohonan melalui kaunter yang dibuka oleh Pejabat Tanah Daerah Petaling.
3. Walau bagaimanapun, masih terdapat 191 pembeli gagal hadir mengemukakan permohonan kepada Pejabat Tanah Daerah Petaling. Kerajaan Negeri menyeru kerjasama pembeli yang terlibat, hadir sendiri ke Pejabat Tanah Daerah Petaling pada atau sebelum 26 Oktober 2012 bersama dokumen-dokumen berikut :-
- Salinan Kad Pengenalan Pembeli
- Salinan Perjanjian Jual Beli (S&P)
- Salinan Pinjaman Kewangan
- Salinan Asal Cukai Pintu Terkini
- Bayaran Permohonan Tanah RM 50.00
- Bayaran Permohonan Pelan Tapak RM 40.00
4. Bayaran bagi Notis Borang 5A perlu dijelaskan oleh pembeli di Pejabat Tanah Daerah Petaling sebelum Kerajaan Negeri membuat penyerahan suratan hakmilik yang akan dilaksanakan di Majlis Perjumpaan pada 3 November 2012 di Dewan Orang Ramai Dr. George Lim, Bandar Putera Permai, Seri Kembangan.
5. Secara keseluruhannya, sesi taklimat yang diadakan mendapat reaksi positif dari pembeli yang hadir dan mengucapkan terima kasih di atas inisiatif Kerajaan Negeri dan keperihatinan YAB Tan Sri Dato’ Menteri Besar Selangor dalam menyelesaikan isu pemberimilikan tanah yang telah tertangguh hampir 12 tahun. Ini selaras dengan wawasan negeri Selangor sebagai negeri idaman, maju, sejahtera dan berkebajikan.

Get me right if I’m wrong. Obviously the problem is Talam and that related company. Wouldn’t it be more logical for Selangor government to go after Talam and that related company instead of going after the house owners?

I’m from Lestari Perdana 6 (LP6/6) – Semi D houses called Lestari Mansions. We’ve not received our individual house titles yet because the developer (PAG-Mampu Jaya) has gone bankrupt. The insolvency department is giving me the run-around and after 10 years of living in my home, I have not received my title yet. I can be contacted at 016-2020058 should you require more information.
