种族和宗教歧视政策不摒弃
郭素沁质疑人才机构功能
(吉隆坡17日讯)民主行动党士爹区国会议员郭素沁指出,如果国阵政府不彻底解决社会的不公义,包括摒弃以种族和宗教歧视的方式去招揽流失到海外的专业人士回国,她对获得3千万拨款的人才机构(Talent Corporation)能否有效执行任务感到怀疑。
她说,该机构需“周游列国”寻找大马的专业人士,推行人才回流计划(REP)丶居留证计划丶鉴定人力资源需要的部门工作计划,以及推广有关国家转型计划的工作机会等,这笔拨款严格来说属于恰当。
“然而,关键在於这个机构可否发挥改变政府不平等政策,诸如教育制度丶经济和官僚体系方面的效用,否则,人才机构的努力和被使用的人民的纳税钱,都将付诸东流。”
她今天针对首相纳吉在国会回答她对人才机构提问作出的答复,发表文告作出回应时说,大马的教育制度及整体表现不断滑落是导致人才外流和厌恶回马的主因;当这些人才觉得在国外更受到重视丶拥有更良好的发展空间,甚至获得更公平的机会时,乾脆选择移民。
大马人才感觉不获重视
“我国有超过100万人才流至外国的同时,却也引进了从事劳力领域的数以百万计的外劳,这使到国家失去大量人力和社会资源。”
也是雪州高级行政议员的郭素沁表示,就以获得政府奖学金的人才而言,当中有不少是毕业後回国,但却面对政府严苛的条件 丶国企机构未必吸纳他们丶就业机会不多且不获重视,致令他们萌生不愿在国內发展的念头。
她说,国内的种族和宗教言论,也是破坏大马吸引顶尖人才回流运动的阻力;如果政府不摒弃以种族为基础的扶弱政策,改以需求为基础,即使国阵政府推动更多的经济转型计划,但若没有辅以更多专才进行高增值的发展,最终都不能取得成果。
她认为,人才机构要发挥作用,首要任务是坚持谏言政府根据效绩来分配资源,不能再实行以种族性来遴选人才的制度,拟定更长远的计划整肃大环境,否则,人才外流现象将越趋严重。

Infact the government has introduced so called ‘golden age second home’ plan much earlier but the effects and yields was not prominent due to many factors prevailing of their arrivals.
Similarly the expectation of the talent corp. to invite Malaysian back home from overseas shall encounter with their future prospects, jobs specifications, envirolmental life changing habits and above all the racist, religionist and extremist posting to security and freedom were be most worried by the new generations of talent individual and his family.
Unless and until the government prepare to adopt a new inspirations of world changing mind with better understanding, fair and equality in policy making, the talent leaders that were currently working in overseas shall continue to keep an eye watch only.
