I will be leading a delegation comprising YB Hj Yaakob bin Sapari (State Executive Councilor for Agricultural Modernisation, Natural Resource Management & Entrepreneur Development ), various state government officers and private sector professionals and businesspersons on a study tour and business promotion mission to Taiwan from 14th to 21st Dec 2008.
We plan to study the latest advances in technology, including ICT (information & communications technology), High Technology, Biotechnology, Agriculture and Aquaculture in Taipei, Taichung & Tainan.
During the visit, we will also hold a few investment promotion meetings cum business matching sessions with the business community of Taiwan.
The visits and briefings of our delegation includes to the following organisations / offices:
Taiwan External Trade Development Council, Investment Commission, Ministry of Economic Affairs, Taipei Computer Association, Courtesy call on the Governor of Taipei County, Industrial Technology Research Institute, Central Taiwan Science Park and National Cheng Kung University.

We are so ahead of Taiwan years ago. In Malaysia we have wasted all these years on politics squabling, racials issues, greeds etc…( list is endless) that we did not only make any kind of progress but also did not move the country forward especially in terms of of economy. Sad indeed that we have to learn from Taiwan now.

I am not sure I agree to this study trip. It is too broad. There do not seem to be any focus. My feeling is that this trip is not going to be productive.
While I applaud the transparency of the state government. I believe that more homework should done and the objective of the trip tightened.
I hope you will get the economic and technology advisers to sharpen the target of the study.
Good business initiator and progress of the country toward the globalization market.
This will be excellent experience and to learn from the Taiwanese on certain technological advancement and cost efficiency.

It is time to have a new set of thinking.
First, our oil reserve will be run out in 20 years, we need someone who can lead the nation forward with limited resource, someone likes Mr. Lee Kuan Yew. So, we need to make mental preparation for a Chinese malaysian to become the Prime Minister in 10 ~ 15 years from now.
Second, we need to have courage to forge integration, it is important to combine Chinese wisdom, Muslim value and Western management skills. For a starting point, lets try:
Metal : Shahada : Vision
Fire : Salar : Consistency
Wood : Zakat : Hard Working
Earth : Siyam : Core Competency
Water : Haji : Strategic Alliance
Third, we are starting to create a warefare state and pour huge resources to create a social safety net. This is going to limit the productivity input of the government spending. As a result, we need a vibrant private sector to take the lead. It is not a matter of size but the intangible effect of creative spark.

Your new set of thinking is enlightening.Being local and global. In fact something similar struck me a year ago and I decided to have a local aspect of what I was doing.
For the past 10 years,we were manufacturing and exporting biodegradable plastics (remember Carrefour bags?)made from tapioca starch to UK,Australia, New Zealand , Brunei, Mauritius and a few other countries.We had a global market.
However our biodegradable bags cost 20 percent more as we were using imported starch from Thailand.
Now, with the increase in price of the normal oil based plastics, our bioplastics from tapioca are cheaper than normal plastics.
We have embarked on local planting to assist the rural population to improve their economy.The clone is a new clone that produces 4 times the normal yield and this is proven in 800 acres planted in Kelantan a year ago and being harvested now.
From an exfarm price of RM0.30 per kilo of raw tapioca , the finished product , biodegradable plastic bags, can be sold for RM 8 per kilo.,with very high increase in value along the manufacturing supply chain.There is a large global market.
Tapioca is a very resilient plant and can be grown even by housewives on marginal land around their house.
We were involved in the biodegradable tapioca plates used at the Malacca Menteri Besar Hari Raya Open House. It can be sold for RM0.20 per piece with a good profit and can be manufactured at local small rural cooperatives mini factories by housewives even on part time basis after they have sent their children to school or after having cooked lunch or dinner for the family.
The global market for such one time use dispoable food containers is huge. Taiwan has banned the use of polysterene food containers
With the impending recession, it is one way we hope to assist in improving rural income.
well this announcement does make this trip more capable that the MP flight in early September. By the way, what have we tax payers received in returned for the biggest exodus of contingent of law makes in Malaysia’s history? Have we learned to plan any new fruit trees? Are we going to have “Ping Lang Xi Shi” (betel nut sales girl) here?
YB, just one caution. I hope the expenditure incurred and source of financing can be made known promptly, as well as results of the trip, so that it will represent a more accountable manner and impression as compared to what we had previously. Until YB Tan Kok Wai asked, we never knew how much DBKL’s spent on lawatan sambil belajar. Let’s also have CAT in Selangor.
