YB Puan Teresa Kok Suh Sim (Seputeh) minta Menteri Pembangunan Wanita, Keluarga dan Masyarakat menyatakan statistik kes penceraian di kalangan kaum Cina, India, Melayu, Kadazan, Iban, Orang Asli dan lain-lain di negara kita pada 10 tahun yang lepas. Nyatakan bilangan kursus perkahwinan yang dianjurkan oleh pihak Kementerian dalam 5 tahun yang lepas dan bilangan pasangan yang menghadiri kursus berkenaan.

Berdasarkan statistik daripada Jabatan Kemajuan Islam Malaysia (JAKIM) dan Jabatan Pendaftaran Negara (JPN), bilangan perceraian bagi Orang Islam dan Orang Bukan Islam bagi tahun 2000 hingga 2007 adalah seperti berikut:

Statistik perceraian mengikut suku kaum seperti kaum Cina, India, Kadazan, Iban, Orang Asli dan lain-lain tidak diperolehi oleh Kementerian.

Sungguhpun bilangan perceraian telah meningkat bersesuaian dengan pertambahan bilangan perkahwinan, peratusan bercerai/berpisah bagi penduduk yang berumur 15 tahun dan ke atas adalah kecil iaitu 0.8 peratus berdasarkan Banci Penduduk dan Perumahan Malaysia, 2000.

Kajian Penduduk dan Keluarga Malaysia yang dijalankan oleh Lembaga Penduduk dan Pembangunan Keluarga Negara (LPPKN) pada tahun 2004 pula mendapati perceraian/perpisahan di kalangan wanita Melayu/Bumiputera ialah 2.7 peratus di Semenanjung Malaysia dan 2.1 peratus di Sabah dan 3.2 peratus di Sarawak.

Meskipun peratusan ini kecil, Kementerian Pembangunan Wanita, Keluarga dan Masyarakat memandang serius akan pertambahan bilangan perceraian dan perpisahan tetap dan sentiasa meningkatkan program untuk mengukuhkan institusi kekeluargaan dan pemantapan perkahwinan.

Mulai tahun 2006, Kementerian melalui LPPKN memperkenal dan melaksanakan program Kursus Praperkahwinan SMARTSTART kepada pasangan yang akan dan baru berkahwin tempoh perkahwinan 5 tahun ke bawah. Sehingga September 2009, sejumlah 243 program telah dilaksanakan dengan penyertaan seramai 8,084 orang (3,931 lelaki dan 4,153 perempuan).

YB Puan Teresa Kok Suh Sim (Seputeh) asks  Ministry of Women, Family and Community Development to state the statistic of divorce cases among the Chinese, Indian, Malay, Kadazan, Iban, Orang Asli dan others in our country for the past 10 years. State the number of marriage courses which has been organised by the Ministry in the last 5 years and the number of couples who have attended the courses concerned.

Based on the statistics from the Department of Islamic Development Malaysia (JAKIM) and National Registration Department (JPN), the number of divorce for Muslims and non-Muslims for the year 2000-2007 are as follows:

Divorce statistics according to ethnicity such as Chinese, Indian,  Kadazan, Iadan, Orang Asli and others was not obtained by the Ministry.

Although the increase in the number of divorce has been in accordance with the increase in the number of marriages, the percentage of divorce/separation for residents aged 15 years and above is small which is 0.8 percent according to the Population and Housing Census 2000.

The Report on Malaysian Population and Family Survey which was conducted by the National Population and Family Development Board in the year 2004 found that the divorce/separation among Malay/Bumiputera women is 2.7 in Peninsula Malaysia and 2.1 percent in Sabah and 3.2 percent in Sarawak.

Although this is a small percentage, the Ministry of Women, Family and Community Development takes a serious view of the increase in the number of divorces and permanent separation and is always increasing the programmes for strengthening the family institution and the strengthening of marriages.

Beginning the year 2006, the Ministry through LPPKN introduced and implemented the SMARTSTART Pre-Marriage Course for couples who were going to and had been married for under 5 years. Until September 2009, a total of 243 programmes had been conducted with the participation of as many as 8,084 people (3,931 male and 4,153 female).

    The ratio is disproportionate to our racial composition. The authority should be worry about this.
