Agensi Yang Membuat Penilaian Terhadap Projek Konsesi GIRN (Government Integrated Radio Network)

Yang Berhormat Seputeh ingin mengetahui agensi manakah yang telah membuat penilaian terhadap projek konsesi Government Integrated Radio Network (GIRN). Untuk makluman Yang Berhormat, Kerajaan pada 6 Disember 2006 memutuskan untuk membangunkan rangkaian GIRN melalui penswastaan bagi 7 agensi keselamatan dan penguatkuasaan termasuk Polis Diraja Malaysia (PDRM) dan projek tersebut dipersetujui untuk dilaksanakan oleh Sapura Research Sdn. Bhd (Sapura). Berikutan keputusan Kerajaan tersebut, perjanjian konsesi projek ini telah ditandatangani di antara Kerajaan dan Sapura pada 4 Januari 2007.
Rundingan mengenai perjanjian projek ini telah dilaksanakan oleh Jawatankuasa Penswastaan Unit Perancang Ekonomi yang turut dianggotai antara lain Kementerian Kwangan, Jabatan Peguam Negara, Suruhanjaya Komunikasi Multimedia Malaysia dan kesemua 7 agensi yang terlibat iaitu PDRM, Angkatan Tenteta Malaysia dan Penyelamat Malaysia, Jabatan Imigresen Malaysia, Kementerian Perdagangan Dalam Negeri dan Hal Ehwal Pengguna dan Jabatan Kastam Diraja Malaysia.
Proses rundingan dan pertimbangan mengenainya memakan masa setahun serta ianya diadakan dengan telus dan rigourous (dengan izin). Cadangan pelaksanaan GIRN oleh Sapura telah dibuat dengan begitu berhati-hati dan merupakan projek penswastaan yang rumit di mana spesifikasinya ditetapkan oleh 7 agensi pengguna yang terlibat.
Pihak PDRM telah pun menandatangani spesifikasi teknikal projek serta memberikan persetujuan untuk menggunakan GIRN. Dalam hal ini, semua agensi pengguna termasuk PDRM telah memperakukan bahawa 9 keperluan teras pengguna terdapat dalam sistem GIRN termasuklah ciri-ciri keselamatan iaitu Air Interface Encryption dan End to End Encryption yang merupakan ciri utama dan tiada kompromi yang hanya terdapat dalam sistem yang ditawarkan oleh Sapura.
Dakwaan mengenai surat bantahan dari Ketua Polis Negara bahawa GIRN tidak mempunyai ciri-ciri keselamatan adalah tidak benar. Sebenarnya, projek ini sedang dalam pelaksanaan dan dipantau oleh Majlis Keselamatan Negara, Jabatan Perdana Menteri. Dalam hal ini, Kerajaan berpandangan tiadak keperluan untuk melantik perunding bagi mengkaji semula pemberian projek kepada Sapura memandangkan proses rundingan ini telah dilaksanakan sebelum perjanjian ditandatangani.

semua menteri kena faham duit kerajaan bukan duit poket sendiri, tapi duit dan hak rakyat ..
janganlah sesuka hati gunakan duit rakyat tanpa justifikasi dan rasional bagi setiap tindakan …
whatever belit-belit sembelit, there is just 1 glaring point, no comparison with different suppliers; hell there is no open tender advertised.
imagine you hire a renovation contractor or a mechanic, whatever direct negotiation you have, till the cows go home, the so-called experts in their field will always have the edge over the layman. they tell you this and that and in the end, a killing is guaranteed.
the proper process should be lay down the technical specification, then call for separate tenders.

hello teresa cograts and keep up the good work, I read the star today about the changing of postcodes in puchong, this is very strange and what comes to mind is , are the federal authorities trying to do a gerrymendering excercise, I don’t trust these so called “clean” bn people, this is very sereous if they add in more of their kampungs or whatever. check it out because the changing of postal codes is a huge excercise especially for letters arriving at the post office for sorting out and distribution purposes, if it is done on the quiet than something smells fishy, I DON’T TRUST BN. on another point whats happenning with the zakaria palace, eventhough zakaria may have gone to join his ancestors in hell or wherever the corrupt go, there should be no mercy shown to the family as the son and daughter in law are also involved in politics, if the houses and properties of drug barons can be confiscated why can;t this be done to the zakaria palace, this will show the people of selangor that pakatan means business, umno has this “in your face” politics, stop thinking as the opposition but as the ruling state govt. if the banning of islam hadhari can be done than go ahead with the zakaria, or another option is to charge them the actual cost of the land and also as a penalty buy a plot of land beside to make low cost flats next door to the property, that will teach them, the corrupt a lesson. I repeat again DAP, KEADILAN AND PAS AS PAKATAN ARE THE RULING STATE GOVT, STOP THINKING AS OPPOSITION AND AS THE RULING STATE GOVT, AND ADOPT THE “IN YOUR FACE” CULTURE WHEN DEALING with morons, as shown by bmc, replace the directors from peransang bhd and taliworks.
The time for mercy is gone, umno shows no mercy, remember the trengganau state govt D.G. THEY WERE PROMPTLY REMOVED. This has to be done in selangor, so far the nice2 way of doing things that pakatan has adopted may work well with civilised people but this will not work with the civil servants, they only under stand and hear you if you put a foot on their neck and show them a prison uniform, that would be a good idea, put up prison uniforms in state govt depts, as a reminder to the civil servise, because thats where they will go if they start their corrupt nonsense.

Since you had mentioned it, I was wondering about her too. You know why ? I had been going to Penang almost every week in the last few months on some business and I have come across her several times on the same MAS flights at KLIA.
I was wondering why she was travelling to Penang so often. I don’t want to be a kaypo but I am concerned if I am subsidizing her frequent travels up north.

If the report is precise and true… I guess I’ll be rather upset… to see the DAP leaders themselves deepening the party’s crack… and I guess you as the party’s CEC member, and the senior exco from the state are to be blamed for such an undesirable decision…

No excuse to raise petrol price when we are net exporter of fuel unless UMNO just want bigger profits from the oil so that they can make themsevles fatter and used part of the profit to strengthen UMNO again.

The drastic oil price increase at 40% could have been alleviated if the federal government has a more holistic approach to the change. They have shocked the system without adequate compensatory steps in place.
I am not talking about those rebates on road tax etc. I am talking about the entire distribution and supply chain in Malaysia from government approvals to the number of middleman, consultants, agents etc that is never transparent to the rakyat.
Case in point is that how come when Najib “change your life style while PR says my wife shop in style” buys some stuff for defense of Malaysia, a huge chunk of funds goes to selected few as commission. Closer to heart of all, how come the fish you can buy in Kuala Lumpur seems starting to rot as compared to those you can buy in Kelang? What fishy things happened between that 50km? Nobody knows but I strongly believe if the entire distribution chain is out in the open, every business consultant worth his salt would be able to identify redundant points and leeches.
Malaysia needs to be more competitive now. The national and individual income levels have to go up. Sure, a set lunch in Hong Kong looks astronomical at HKD50 (a soup, a slab of beefsteak and another price of pork chop plus trimmings rounded off by a huge cup of thick milk tea) but their people earn HKD20,000 above a month.
We can bitch about rising prices but if we can earn more, then it would not be a problem. The government has to reduce the cost of business in Malaysia. Not only in the form of tax rebates but get ride of corruption, inefficiency and racist capital requirements. All these are pissing off foreign investors and our ringgit is not competitive anymore.
Malaysian employers have to pay more, employ more locals and rely less on foreigners so that our income levels is reflective of Malaysian’s desired standard of living. Having excessive foreigners distort our wages level and cause a lot of leakages out of our country. By paying Malaysian employees more, their spending power would increase and it would go back to goods and services that we are marketing.
Malaysians ourselves need to get off our big fat asses and start to work as if your ass is on fire! There are too many people in public and private sectors that do not work as hard as a Hong Konger or as intelligent and as innovative as an American. Local companies are too parochial and stifle staff initiative and ingenuity. For example, local audit firms will tell you their clients need 3 to 4 months to do up their annual accounts but in all reputable MNCs in Malaysia, they have to do it in 5 days.
There will be a crime wave in Malaysia starting from today. Cost of living for the criminals will force them to work harder but looking at our PDRM and health care services, I expect more tragedy after a tragedy. Mark my words on this. China Press will have more heart breaking cases to report.
