KETUA SETIAUSAHA NEGARA MEMBELAKANGKAN ETIKA PROFESIONAL PEGAWAI TINGGI KERAJAAN
Kerajaan Selangor kesal dengan sikap Ketua Setiausaha Negara (KSN), Tan Sri Mohd Sidek Hassan yang dengan sengaja membelakangkan proses pemilihan yang telah ditetapkan bagi memilih Setiausaha Kerajaan Negeri Selangor yang baharu.
Pemilihan Dato’ Mohamad Khusrin Munawi sebagai Setiausaha Kerajaan Negeri Selangor, KSN telah mengabaikan proses pemilihan mengikut Nota Amalan Perkhidmatan Awam yang menyatakan Suruhanjaya Perkhidmatan Awam Negeri perlu mendapatkan nasihat Suruhanjaya Perkhidmatan Awam peringkat Pusat dalam pelantikan Setiausaha Kerajaan Negeri.
Proses pemilihan itu memerlukan Jabatan Perkhidmatan Awam Negeri mengemukakan calon yang sesuai bagi mengisi jawatan berkenaan dan mendapatkan kelulusan Menteri Besar sebelum diserahkan kepada DYMM Sultan Selangor untuk diperkenan.
Selepas mendapat perkenan DYMM Sultan Selangor, Suruhanjaya Perkhidmatan Awam Negeri memanjangkan nama calon berkenaan ke Suruhanjaya Perkhidmatan Awam peringkat Pusat untuk proses dokumentasi pelantikan.
Kerajaan Negeri Selangor telah mengambil langkah sewajarnya dengan membentuk sebuah jawatankuasa khas diketuai Speaker Dewan Negeri Selangor, Dato’ Teng Chang Khim untuk menemuduga semua lapan calon yang dicadangkan Suruhanjaya Perkhidmatan Awam Negeri.
Jawatankuasa itu telah memilih tiga calon terbaik berdasarkan jasa-jasa mereka selain kriteria yang diperlukan bagi mengisi jawatan strategik dan paling kanan dalam pentadbiran awam Kerajaan Negeri Selangor.
Ketika mengumumkan pelantikan Dato’ Mohamad Khusrin Munawi, Ketua Setiausaha Negara bukan saja membelakangkan Menteri Besar malah mengabaikan proses pemilihan calon berdasarkan kredibiliti, kemampuan dan pengalaman.
Perlu dinyatakan di sini, tindakan Tan Sri Mohd Sidek Hassan itu bukan sahaja melanggar Perlembagaan, tidak bertanggungjawab serta tidak profesional malah boleh dianggap bermotifkan politik; sebagai salah satu usaha untuk mencabar kredibiliti Kerajaan Pakatan Rakyat Selangor.
Lebih merunsingkan saya, tindakan Tan Sri Mohd Sidek Hassan tersebut telah menghantar mesej yang tidak sihat iaitu kemampuan dan pengalaman bukan keutamaan dalam mempromosikan kenaikan pangkat pegawai kerajaan. Mesej ini sangat bahaya apatah lagi sememangnya perkhidmatan kerajaan acap kali dikritik sebagai tidak efisyen.

CHIEF SECRETARY DISREGARDS PROFESSIONAL CONDUCT AMONG CIVIL SERVANTS
The Selangor Government regrets that Chief Secretary to the Government Tan Sri Mohd Sidek Hassan willfully ignored the process of selection adopted by the state in choosing the best candidate to fill the state secretary position.
In naming Dato Khusrin Munawi , the Chief Secretary had disregarded the selection process which is in line with the civil service practice notes as prepared by the state civil service commission which seeks advice from the public civil service at the federal level.
The selection process requires the state civil service to propose candidates suitable for the position for the approval of the Menteri Besar after which the names will then be presented to the DYMM Sultan of Selangor for consent.
After securing the consent of the Sultan, the state service will forward the name to the public civil service for appointment.
The State had taken a step further by setting up a committee led by Selangor State Assembly Speaker Dato’ Teng Chang Kim to interview all eight candidates proposed by the state civil service commission. The committee had chosen three best candidates based on their merits apart from other necessary criterias needed to fill such a strategic and senior position.
When he announced Dato Khusrin’s appointment , the Chief Secretary had not only bypassed the Menteri Besar but he had willfully disregarded a process which had picked the best candidates based on their ability, caliber and experience.
Needless to say, Tan Sri Mohd Sidek’s acts are unconstitutional, irresponsible and unprofessional which can be construed as a political act in an attempt to sabotage the credibility of the Pakatan Rakyat Government in Selangor.
Additionally, Tan Sri Mohd Sidek has sent out an unhealthy message to civil servants that merits and ability is not priorities in promoting government servants who are already facing criticisms for being ineffective and incompetent.

Sidik is an Umno’s lapdog. I am surprised that Lim Guan Eng did not hit him much harder than Khalid in his fight with Nik Adli, the Fed Devp’t sec.
The most important articles in the S’gor consti is art.5,52 and 53. Art.5 creates the office of the Sultan, Art.52 creastes the office of SS,SLA,SFA. And Art.53 says the Sultan which was created u/d Art.5 must accept and act on the advice of the MB.
Any placement of federal officers to State’s Post must be consented to by the State Gov’t who would advse the Sultan accordingly. The Exco should meet and come to a decision that it rejected the appointment of Kusrin as SS since the MB was not consulted and he had not advise the Sultan accordingly.
This SS issue is a small matter lah. The executive authority of the State Gov’t of Selangor lies with the Exco. If Kushrin reports for duty, tell him to go back to his master/s.
YB. It is about time that the rakyat must demand that the incompetent KSN to resign.
