Pelantikan Setiausaha Kerajaan Negeri Selangor sebenarnya belum muktamad

I was shocked with the announcement made by Secretary of the State on the appointment of state secretary of selangor. How can we not be consulted? 🙁

Pelantikan Setiausaha Kerajaan Negeri Selangor sebenarnya belum muktamad kerana cadangan pelantikan Dato’ Khusrin Munawi oleh Ketua

Setiausaha Negara tidak pernah dimaklumkan kepada YAB Dato Menteri Besar, Tan Sri Dato Seri Abdul Khalid Ibrahim.

Justeru itu, Dato Menteri Besar telah menghantar surat kepada DYMM Sultan Selangor memaklum bahawa beliau tidak dihubungi tentang cadangan tersebut.

Dalam pada itu Kerajaan Negeri Selangor telah mengadakan proses pemilihan bagi jawatan tersebut dengan menubuhkan sebuah panel temuduga sejajar dengan nota amalan (practice note). Panel tersebut
telah memilih tiga nama yang difikirkan sesuai untuk menjawat jawatan tersebut.

Dato’ Menteri Besar kemudiannya telah menghantar tiga nama tersebut kepada DYMM Tuanku Sultan untuk mendapat perkenan. Sehubungan itu, Dato Menteri Besar akan mengadap DYMM Tuanku Sultan pada 29 Disember
2010.

Khusrin’s appointment ‘not final’, MB to seek audience

The Selangor state government has said the appointment of director of the Selangor Islamic Department (Jais) Mohd Khusrin Munawi as the new state secretary is not final.

In what appears to put the Selangor Pakatan Rakyat government and the federal government on a collision course over Mohd Khusrin’s appointment, a statement issued by the menteri besar’s office states Khalid Ibrahim was never informed over the appointment.

“Following this, the menteri besar has sent a letter to the Selangor sultan regarding the issue and proposal,” the statement said.

The statement comes several hours after an earlier announcement was made by the federal government.

This recent development will lead to Mohd Khusrin’s appointment hanging in the balance.

Today, Chief Secretary to the Government Mohd Sidek Hassan said in a statement Mohd Khusrin’s appointment, effective Jan 1, was approved by the Sultan of Selangor Sultan Sharafuddin Idris Shah.

According to the statement from Khalid’s office, following interviews, the panel that was formed by the state government had chosen three names who were thought to be appropriate for the post.

“The menteri besar then forwarded the three names to the Sultan for approval,” the statement said.

“The menteri besar will seek an audience with the Sultan on Wednesday, Dec 29, to discuss the matter.”

Mohd Khusrin is a person no stranger to controversy when Jais took action against popular former Perlis mufti Dr Mohd Asri Zainul Abidin for conducting religious teaching without proper authorisation.

It had taken a similar stance against other Islamic preachers in the past. The department under him was also responsible in taking action against the spread of Wahabi teachings.

The department had also acted on Serdang MP Teo Nie Ching for speaking in a surau, a move which was condemned by Shah Alam MP Khalid Samad as well as Mohd Asri.

Jais had also in the past two weeks had taken action against Syiite followers.

    why can’t the politician draw a line between civil servant and governing of the country or state. The civil servant should serve the rakyat and the goverment should come up with policy that benefit the rakyat. Should the civil servant unable to serve the rakyat discipline action shoud be taken and should the goverment unable to come up with rakyat beneficial policy the rakyat can change them by the democratic election. Rakyat shall be the master not the other way around

    Does this new guy look smarter than the previous?But then again brain is not wanted by amno, most important he must play politics full time, leave the actual works to the clerks.Who says you are supposed to bring glory to Selangor state and its people?

    Kenapa kerajaan pusat harus campur urusan perlantikan SS? Sudahlah tu, tak maklum kepada kerajaan negeri. The DYMM Sultan must act according to the advice of the Menteri Besar and State Government of the day, Pakatan Rakyat. This is a clear sabotage by the Federal Government under Najib. The SS of Perak is one of them. No to Khusrin the controversial officer – agent of UMNO !

    Jawatan Setiausaha Kerajaan Negeri seperti beberapa jawatan kanan di peringkat negeri seperti Pegawai Kewangan Negeri, Pegawai Daerah, Pengarah Pertanian dll adalah jawatan adalah jawatan yang telah diujudkan oleh Kerajaan Negeri dan dibayar imbuhannya dari Belanjawan Kerajaan Negeri. Dalam sistem Federal yang kita amalkan sekarang bagi negeri-negeri yang dahulunya digelar ‘Federated Malay States’ dan ‘Straits Settlements’, seperti Perak, Selangor, Negeri Sembilan, Pahang, Pulau Pinang dan Melaka, jawatan-jawatan itu diisi secara pinjaman dari Perkhidmatan-Perkhidmatan Perseketuan. Bagi jawatan Setiausaha Kerajaan Negeri ( juga Pegawai Kewangan Negeri dan pegawai daerah)pegawai yang mengisi jawatan-jawatan itu dipinjam dari Perkhidmatan Tadbir dan Diplomatik.
    Dari segi prosedur cadangan siapa akan mengisi jawatan itu boleh datang daripada Jabatan Perkhidmatan Awam Persekutuan ataupun daripada Kerajaan Negeri sendiri, melalui Menteri Besar/Ketua Menteri. Tetapi keputusan mutlak adalah dalam tangan Menteri Besar/Ketua Menteri.Tugas JPA ialah menasehatkan Menteri Besar/Ketua Mentri mengenai kelayakan dan kekananan pegawaei yang dicadangkan itu. Penglibatan DYMM Sultan/Yang Dipertua Negeri hanyalah secara formality sahaja walaupun kebiasaannya Menteri Besar/Ketua Menteri akan berunding dahulu dengan mereka. Walaubagaimanapun pada amalannya ada juga Sultan-Sultan yang campurtangan dalam menentukan siapa yang akan mengisi jawatan SUK kerana sebab-sebab yang baginda lebih maklum. Telah beberapa kali berlaku di beberapa negeri di mana ujud konflik di antara SUK yang okay dengan MB tidak pula ngam dengan Sultan atau sebaliknya yang mana akhirnya SUK tersebut terpaksa ditukarkan. Ada juga kes di mana SUK yang telah dipersetujui oleh MB dan JPA dan telah bersiap-siap untuk berpindah ke negeri berkenaan (kerana semasa itu dia bertugas di KL) tidak jadi berpindah dan mengisi jawatan itu kerana Sultan tidak berkenan kerana baginda ada calun lain. MB berkenaan terpaksalah akur dengan kehendak Sultan dan kesannya ialah kesetiaan pegawai ini lebih kepada Sultan daripada Ketua Kerajaan Negeri mengakibatkan berlaku konflik pentadbiran dari masa ke semasa. Hal-hal ini berlaku semasa kedua-dua Kerajaan Persektuan dan Negeri di perintah oleh Parti yang sama. Dalam keadaan sekarang di mana parti yang berlainan memerintah kedua-dua kerajaan , isunya adalah lebih rumit. Cara kompromi ialah bagi pihak MB dan Sultan berunding secara ‘private’ untuk mengenalpasti pegawai yang boleh diterima oleh semua pihak. Satu cara lain ialah mengisi jawatan SUK itu oleh mana-mana orang yang layak secara kontrak dari mana-mana perkhidmatan awam ataupun suasta. Ini adalah satu cadangan yang radikal dan tidak pernah dibuat dan mungkin memerlukan nasehat undang-undang perlembagaan dan perundingan dengan Sultan. Sekian, terima kasih.

    There is another way to deal with this Sultan appointed State Secretary. Do not allow him to sit in ExCo meetings. Direct one of the Deputy State Secretaries to represent the administration. Do not invite him to other state official meetings and functions. Direct his deputies to attend. Worst scenario, if you dare to do it, bar him from entering his office. Have his office sealed.

    Then introduce phantom and corrupt PR member, preferably MP to discredit the leadership.

    The aim is to distract PR from preparing for the coming election.

    So PR don’t be fooled by all these shadow plays.

    MY OPINION IS TO FIND A MORE PROFESSIONAL PERSON THAN THIS KHUSRIN, AS HE HAS NO CAPABILITY TO HANDLE THIS POST. IN ANOTHER WORD ‘A PHANTOM IN THE OFFICE’.
