On 4th April, Minister of Federal Territory Zulhasnan called a meeting of all FT MPs. He made this move after we criticised Pak Lah for setting up this ministry and put him as the minister in charge as he was the only BN MP who won in the March general elections in Kuala Lumpur.
The MPs of DAP-PKR-PAS in KL have met and decided to meet with Datuk Bandar of Kuala Lumpur, and not him, earlier. In the close door meeting, he and Datuk Bandar were heavily criticised by many of us, especially new MPs Wee Choo Keong, Dr Lo’ Lo’ and Lim Lip Eng. The minister then invited us to participate in a retreat to brain storm and air our opinion on 17-18 April 2008. Each MP was given a chance to speak for 20 mins. In my speech, I voiced out the following issues:
1) DBKL must improve communication with MPs and the residents of KL, as most people don’t know how to contact DBKL to voice their complain, but they know how to contact MPs.
Suggestions:
i) set up sign board to inform people how to voice their complain to DBKL, may be DBKL to set up a hotline;
ii) monthly meeting between MP, DBKL & other government agencies officers to resolve problems in each constituency, like the monthly meeting of Majlis Daerah that is being practised in MPSJ;
iii) MP must be invited to Local plan meeting;
iv) Allocation be given to all resident associations in KL without being selective;
v) Datuk Bandar & high-ranking officers should make a point to have monthly meeting with all MPs;
vi) More non-Malay officers to hired in DBKL to assist people of different races, as well as to fill the vacum during fasting month and Hari Raya month.

2) Housing
i) Squatters in private land should be given PPR houses too;
ii) Green area, public transport and recreational facilities should be given to residents in PPR flats, because PPR flats have become the birth place of Mat Rempit as many young people don’t have too;
iii) DBKL should release Bumiputera quota for developer to sell to non-Bumiputer after the developers have tried their best to sell the Bumiputera units;
iv) DBKL should build more factory lots for SMI squatters, so that these SMI squatters can earn a living, or else when their rice bowls are broken, many of them might involve in illegal business activities in order to survive;
v) Squatters in private land should be given PPR houses too;
3) Others
i) DBKL should loosen the regulations on restaurant, coffee shops and mamak shops on table and chairs that being placed outside the shops, like what are being practised by MPSJ and other municipal councils. As of now, all mamak shops in KL put their table and chairs at road side, strict regulations by DBKL will only encourage enforcement officers to take bribe from restaurant owners;
ii) DBKL to sell PPR houses squatters that paved way for the abandoned KL Linear City project;
iii) Expand the Jalan Klang Lama from 2 lanes to 4 lanes at 6th mile;
iv) Improve roads to Kg Muhibbah PPR flats;
v) MPs should be told on squatters that are on the demolition list of DBKL, so that we can assist them in shifting squatters and application of PPR flats. Besides, I also urged DBKL to allow the squatters to continue to stay or operate in state land should DBKL doesn’t need to use the area for development.

朱哈斯南與8名直轄區反對黨國會議員週五早上10時召開長達2小時的閉門會議後,先與吉隆坡市政局官員召開新聞發佈會,過後再讓路給反對黨國會議員使用會議室另外向記者發佈新聞。
朱哈斯南形容此次與反對黨國會議員的會晤氣氛融洽、雙方都很專業的發表意見,他也準備聆聽對方的意見。
“我們能接受他們提出的部份看法,但是我們不能接受部份有違中央政策的意見。”
I understand that at present, DBKL has a band of ten advisors to “advise” them on the running of the city.
How much weight the Mayor or the Minister attached to their advice is very blurry!
I think that there is a missing link in the communication between City Hall and the city dwellers administered by them.
Unlike the other states, we have no councillours to whom we can voice our dissatisfaction.
Somehow, this missing link in communication must be bridged.

The ministry should set up something in the likes of the councellors in the Majlis in states. These counsellors made up of politicians, ngo and professional representatives would than scrutinise the DBKL on behalf of the Rakyat – Good Governance, transparency and accountability.
If indeed the Ministry has listened to the voice of the people (7 opposition – 1 bn) this is what they need to do to reassure the people. Otherwise, it is the exit at PRU13 (8-0)
A note of advice to PR – you may be the opposition but please act as the Peoples’ Representative first and opposition second. Rakyats interest comes first before your own political survival!

thanks for the update on what went on. I understand it was a stormy meeting as Adnan stormed out! But to me, the FT minister deserves to be pressured as KL unfortunately is so dirty and messy and is nowhere near world class cities like Singapore, Melbourne, Tokyo, Barcelona, Zurich etc.
Anyway, was hoping that you have a chance to bring up this issue in parliament: BTN or Biro Tatanegara.
Please read this story by Dr Azly Rahman, a prof at Columbia U. BTN is an indoctrination organization for civil students and govt sponsored students that teaches Malays to have a supremist mindset and that non-Malays are 2nd class citizens. I understand a lot of frustration among opposition MPs in Wilayah, where the minority rules the majority. City hall has always been the dumping ground by BN to put old and expired BN politicians as mayors and other positions. These people has screwed up big time as a politician and that’s why they are in city hall during the later part of their careers b4 death and retirements. They will not do what the cityfolks wants cos they are all having gaji buta and no powers. They are there to fill the numbers. That’s why there is urgency to put the mayor’s post for election. In many democracies overseas, local coucil and city elections are spring board for aspiring politician to go national. Serving in city council allowed mayors to serve and understand the ordinary people grouses and to be in touch with the people and assists people with problems at the grassroot level. later this people who have become mayor will aspire for higher office as governors or national politicians. Hovever, sadly this does not happened in malaysia and because of this BN lost touch with the men in the street. The expectation gap was so wide that BN lost 4 states to PR. PR should well learnt on how to develop a method to capture the discontent from the groundswell.
another thing. the electronic boards in Kay El are all in Malay but if we want to promote Kay El as a destination for foreign investment and international tourism, how can a wandering tourist or a farang driving to a meeting understand the electronic display like “Jalan Ipoh akan ditutup”, “Kesesakan in Lebuhraya Mahameru” bla bla bal

This Bahasa Melayu (Malay top officials still insist on this instead of B. Malaysia) is one major reasons why our services are really backwards… and of course it is still considered “sensitive subject” making us MORE backward. This is the proof that BN admin machineries are too BZ on BM and their egoistic images, glamor for their stupid bahasa instead of improving the services funded by us the taxpayers. In fact, one way to make a jump start of improving Malaysia is simply throw out this wasteful Bahasa policy, 50 years and I am yet to see its positive contribution to national development, apart from having kept UMNO in power for the last 50 years. Sad to say, Anwar Ibrahim was the hard hitting champion of Bahasa in his early days, he must change his tune if I would accept him as the next PM.
I repeat here, as someone who had long experienced in public service, the Bahasa rule was the main reason govt admin is very slow becos of the emphasis of the useless language.
Now, on what Teresa has described in her suggestions to the DBKL, that shows that after 50 years, the councils are all backwards and useless, a mechanism of helping UMNO get rich only, the welfare of KL folks well, who cares?
Guys, I am very qualified to make all these statements. Just last week, I had a golden opportunity to witness the Kota Kinabalu council in sitting and also their subcommittee on traffic flow. Even though some professionals are represented, their performance are still that of the dark ages. SOme of the council members really dont know what they are talking about, and the chairman would be the full time council director who obviously was biased to some influential bizmen instead of looking into the problem as an impartial and fair person to get a solution best for everyone.
For example, these guys were telling off officials from a GLC (who will follow most of govt rules anyway) saying they did not put enough greens on their development plans. One outspoken official of the GLC got so fed up, he just spoke calmly and politely, “sir, how come our next door building owned by a prominent datuk with a gun, dont even have a single tree or flower pot in his building and he has got all the approval?”
From then on, that stupid council offiicial changed the subject and never touched on the green issues again.
See what I mean? RM or the biz handgun governs their judgement…
So now, I have little or no respect for these authorities as long as BN govt principles rule in their heads….

Signages in the city, airport, hotels and places of recreation should be in the languages of the reader. The idea is to make easy communications and user-tourist friendly.
Here it should be in english, malay, chinese, tamil, and japanese. It immediately makes people feel at home.
In Australia many sign boards in tourist areas, car parks, toilets, litter bins are in Bahasa Indonesia/Malay as there are many tourists from Indonesia.
In Kelantan, Kedah and Penang is should also include Thai as there are many thai tourists. I met many who commute to work daily!! In Penang hotels it can also be in arabic/jawi as there are many arabs in Ferringhi.
Malaysia (malays) should stop being parochial, insecure and threatened. The 5 States should go ahead with this idea.

I have noted that you had mentioned about the bottle neck at 6th Mile Jalan Klang Lama. It creates nightmarish jams Subang-bound in the morning. In the evening, it is the other direction. Traffic crawls from PJ-JKL intersection right up to JSentosa-JKL. This only shows how inconsiderate and irresponsible on the part of all those in DBKL and Kem Wilayah!
City Hall has done nothing about those inconsiderate and indiscriminating parking on road shoulders of J Klang Lama which causes unnecessary traffic hold-up, inconveniencing road users – one in front of Pacific Bank and another near J Kuchai Lama traffic light and a third at the wet market area. The bank should emulate Maybank, to be more socially responsible! The City Hall should provide ample parking lots.
Still about parking and traffic flow. OUG has a nice building with parking lots but not in use. Why?
I wish to add here that Federal highway should have an elevated expressway above the present one to ease the colossal traffic build-ups on both sides. Nothing has been done about the traffic crawls since Samy Vellu’s visit to “find out why the crawl” years ago! Too many exits along Federal Highway have caused massive queues!
In management, too many meetings stifle the carrying out of jobs. They must be effectively and constructively balanced. By having so many meetings conveniently give little Napoleans all the excuses to shirk their duties.
One emphasis: The leaders should move out of the comfort of their posh offices to walk the streets of the city. To see with their own eyes how their “dogs” are “bearing their fangs” at the innocent little men on the streets (The hawkers are just trying to make an honest living)! They should gather information from the people, to plan and improve KL.
KL is simply full of problems.

2)i’m quite concern on the rats invasion on my area(Happy Garden).. Recently theres rat nested inside my bathrooms drainage hole.. do u know that 1 rat can breed 12 babies.. only 5 weeks to mature and mate.. it took me 2-3 years to get rid of them off my house.. But how can i get rid of those on the street?.. Ya.. theres a lot of stray cats too on the street but they don’t chase rats anymore.. they even runaway from them..(weird!!) Is there any dept from the government that can handle them? Wouldn’t want to have “Black Plague” like old London city..
Maybe we can catch those stray cats and train them to catch rats again. (don’t “han tam” me on this, it just a joke)

Teresa, hope you can advance the cause of proper urban planning as our cities are being taken over by automobiles. Cities were made for people not for cars. Planning officials are too obsessed about traffic flow are not passionate enough about proper planning, zoning, public transport blueprints and the importance of the pedestrian or cyclist. Many cities over the world are now making sections of their city free of cars and are even implementing car free days and investing billions into improving public transportation. Hope KL can do the same and not keep widening roads as if that is the only solution.

I think the language policies have done a great deal of harm to Malaysia. Language is not something that can be legislated or politicized but it is something that evolves and is adopted based on its usefulness. That’s why French at one time was so important, then came English and now Mandarin.
Given the context that Malaysia finds itself in, I think we should allow Malays schools to teach in Malay and Chinese schools to teach in Chinese. But bring back English medium schools as we should not deprive those who want their children to be educated in English.

2. National identity — does the rest of the world cares? Remember the “to know malaysia is to love malaysia song?” One rascist UMNO MP questioned why it was not in BAHASA…. I wonder if anyone answered.. so tourist must learn Bahasa first before they are welcomed in Malaysia boleh?
3.. Good for bizness? Yes of course, for the UMNOputra who keep producing new text books or rather translating into BM and burden the parents with the cost. Remember we had Bahasa Melayu, Bahasa Malaysia, Bahasa Melayu again, then Bahasa Baku, then Bahasa Johor Riau… (forget these events so soon?) And new editions of textbooks in all subjects even though the meat of content is the same…More RM to spend, more profits…

I’ve always wanted to voice my frustration about the traffic lights along Jalan Tun Perak in KL. Since now you have mentioned about meetings with the mayor, etc, maybe I think I should just voice out my frustration here, and hopefully one you or any other MPs who read this would bring it up with DBKL.
Jalan Tun Perak, is notoriously known as one of the most heavily jammed up roads in KL. I find that the main problem is due to the many traffic lights along the road which seems to be NOT SYNCHRONISED. I mean, any tom, dick and harry knows that it is one of the factor that contributed to the daily traffic jam along this road for ages, but DBKL seemed to be turning a blind eye on this problem. Instead, they’d rather pick on summoning couples who are caught “hugging” or “kissing” in KLCC parks, etc. Com’mon!!! When will these idiots ever wake up and realise what age we are living in!!!
Also, the so-called Smart Tunnel, is STUPID, as I see it as it doesn’t seem to solve the flood woes in KL. Its been raining daily for the past months and I would say many times, KL is hit by flash floods. Just last 3 weeks, I was caught in a horrendous traffic jam along Jalan Tun Perak (almost 1.5 hours from Menara Maybank to Bank Negara Malaysia junction), which I then realised (as I was approaching Bank Negara junction) that it was due to the flash floods caused by the heavy rain.
Please help up do something to improve the quality of our lives. Getting caught in traffic jams certainly brings down productivity.
I just wish that YB can revert some of these wrong and misguided implementations.
1. Bus Lanes – The police are directing traffic to use the bus lanes during the peak hours at Jalan Syed Putra (both directions) and it eases up the traffic jams effectively. This just proves that the bureaucrats are just dumb theoreticians! Simply follow what others do without knowing why. Since it does not help the traffic flow, when will the bus lanes be REMOVED?
2. Man Made Traffic Jams – Daily afternoon traffic jam caused by Kuen Cheng school inconsiderate parents indiscriminate parking. Just tell the parents to arrive after school is over and don’t come too early! Get police to shoo them off and don’t allow them to wait.
3. Bad Design causing Traffic Jams – Why spend millions to build 4 lanes highways but yet incorporate some 2 lane bottle necks? 6th mile Jalan Klang Lama; the MRR2 at Bandar Tasik Selatan; MRR2 at Taman Cempaka;
4. Useless Direction Sign Boards – Don’t know if there is any guidelines or code of practice issued by the Malaysian Highway Authority on the size & placement of sign boards. Either the words are too small or the location (distance before a turn-off) is too close ( sometimes even after the turning!!). Worst case scenario, outdated information (as when newer roads are built but sign still points to older turnings).Example is the overhead sign TO OUG just after the KESAS Taman Yarl Toll which says to use the Sri Petaling junction and not the new OUG junction. Further down, the sign boards to Kg Pandan by KLIA is way too small and too near the turn off. Sometimes, you will find @#$% drivers stopping abruptly in the middle of the road, not knowing which of the 3 roads to choose!?
There are so many of these misguiding signboards that one wonders what is DBKL/MHA doing?
5. Clogged Drains – It is not our job nor YB’s to inform DBKL of clogged drains! What are DBKL’s supervisors, health inspectors, enforcement team doing? All drains should be free flowing, otherwise somebody is sleeping and deserves to be FIRED. Don’t give excuses.
6. Public Transport – Forget about LRT, MRT or whatever TTT, just bring back the PINK MONSTERS! The mini buses lah. With the fares charged by the monopoly, I am sure that the pink monsters will behave and provide air cond coaches.

*starting this year, all the text book are given free to all the student under Skim Pinjaman Buku Teks (SPBT).
so no point that parent will spent money for the text book because it all given free..
*there are many outside university teach Bahasa Malaysia(Bahasa Melayu) as the additional subject and many student choosed this subject..

However consider this…. I am English educated, have difficulty expressing technical letters in other languages.
So I sent in a plan and proposals mostly in English, usually only the cover letter i get someone to draft in BM.
Submit to some rascist council and they will reject your proposal saying it must be in BM including the techie stuff.
Doesnt that piss u off? And when u sent letters complaining about flood, even in BM also dont get a reply, what more in English? I heard the federal officers just throw your NON BM letters into the thrash can.
Now this is not acceptable and the only way is to get rid of such government.
Sabahfan.. i think u r a bit exaggerated on this.. i use to wrote few letter in English to Government’s dept and my lawyer too write in English to the court (a case i don’t elaborated here).. if this is true in ur area, u should keep the rejection letter. this is a solid prove of discriminating.. we shouldn’t discriminate communication on language.. Even a criminal accuse prosecuted in court, he was given a translator FOC if he’s illiterate..Not ada baca, takda baca.. But ada tahu, takda tahu..The rejection letter would tell u the cause of the rejection is due to non-Bahasa with the name + signature + stamp of post of the officer.. Bring it to ur local MP/opos MP to voice out ur grievance..
Though Bahasa is our formal Language, this shouldn’t restrict the common comminucation on normal activities. Most business use English as their main medium and do u know u can write a Bank cheque in Chinese or Tamil and acceptable in any bank..

I worked with govt b4. I opt to quit when I waz offered by a pte. ltd. co. with better earning.
During my 6 years service, THERE IS NO any letters left in bakul sampah. Malay and English is comprehensible for me and few others. We even recieved letters written in Chinese. And there is officers that well verse with zhong wen. Even it was not a proper way to write in Chinese for beaurocratic matters to the government, we try our best to make matters solved.
Anyway, did hispanic citizen in US wrote in Spanish to the US govt? huhehehe

If you still reading this post, seems like you are angry that others don’t appreciate BM. But you forget that it’s our Malay’s leader who demand English to be used in Maths and Science. Others, basically opposed not to change their primary school system.
I can see that you are proud to be a Malay and I understood from my history lesson in a Malay government school that Honestly and Loyalty is one of the greatest thing we find in the race. The rakyat have chosen the opposition because we couldn’t find the Honestly among the leaders anymore. What left, was Loyalty towards party. But too bad, Allah does not approve of someone without honestly, for he hears the cry of the people they opposed.
If you find one leader that still hold what I have learned in history, do let the people know, I’m sure they would welcome, from whatever party.
