雪州委任台湾经贸专家陈明德为第二科学园区顾问
(雪州24日讯)危机就是转机。雪州政府为突破经济困局,布局未来的竞争力,24日由雪州州务大臣丹斯里卡立正式委任来自台湾的经贸和招商专家陈明德教授为雪州第二科学园区 顾问。
陈明德是台湾中部科学园区执行长,曾为中科创下了3年招商1兆7千亿新台币(约合马币2千亿令吉)的辉煌纪录。在雪州高级行政议员郭素沁的邀访下,陈明德於3月23日至26日密集走访雪州及槟城多个工业丶科学园区,以丰富的产丶官丶学经验,提供宝贵的建言。
SHAH ALAM, March 26 (Bernama) Selangor has appointed a prominent professor from Taiwan and a pioneer in the Central Taiwan Science Park, Prof Chen Ming Der, as the adviser to the Sepang Science Park II.
Selangor Menteri Besar Tan Sri Abdul Khalid Ibrahim said the appointment was based on the expertise and credentials of Chen who had developed an industrial park (Tai Chung Science Park, Taiwan), that has attracted huge investments.
“He had accepted the offer and visited Selangor over the past two days and exchanged ideas with Selangor Development Corporation (PKNS) and state government officials on economic issues,” he said in a statement here today.

谈到邀访陈明德的动机,郭素沁表示:“我在去年杪到台湾参观台中科技园时遇见陈教授,陈教授对经济局势丶工商业走向的见解独到,有很多值得雪州学习的地方,所以我向丹斯里卡立建议邀请陈教授担任雪州第二科学园区 的顾问,陈教授也欣然接受委任。”
郭素沁表示,她希望能够在陈教授的协助下,发展雪州的科技和工业园区,同时希望通过陈明德广阔的人脉关系,以及丰富的招商经验吸引更多的外资来雪州投资。
此次陈明德在雪州走访的行程相当紧凑,短短1天半的时间,密集参观第一及第二科学园区丶英达工业区,除了与雪兰莪州发展机构(PKNS)及雪兰莪州投资中心(SSIC)等官员交换意见,并於24日午间与巴生中华总商会众理事们座谈,晚间则举办一场「创造价值,别怕海啸」讲座会,出席人数逾五百人。

陈明德表示,「经过这两天的实际察访,我建议雪州政府,先找出雪州的发展优势,确立雪州的独特性,然後深入探讨第一及第二科学园区应以何种面貌面对国际,至於英达工业园区,这是我见过最美的工业园区,可惜整个园区只有区区的几家工厂在运作。」
陈教授认为< 高科技大厂>是在这波经济不景气中受创最严重的企业,如果招商对象仍放在他们身上,是不可能的任务,也是不正确的方向。因此,他建议,高科技业也可创新丶利用在传统行业里,而这些与食衣住行相关的行业,将是经济复苏的动力。
他说,「雪州拥有很好的条件,也有很高的发展潜力,如今有幸被雪州政府委任为顾问,定必会全力协助推动雪州的发展。」

陈明德是台湾少数横跨产官学的专家,担任多所大学讲座教授丶现任台中市精密机械科技创新园区执行长丶台中丶宜兰丶南投丶章化四县的顾问丶国钧机构董事长丶中强电子董事长,头衔加起来超过30个。

I wonder what would the protesters of Datuk Low’s appointment as caretaker honcho of PKNS think about this?
Well they certainly did not kick up a fuss when BAM appointed Chinese coaches for the national team.
The truth is that we must embrace talent regardless of origin in order to progress.
Continuing with the existing protective style of economic and social structure will make us lag further behind.
