After I have delivered my speech on the motion of pay cut on Attorney General on Tuesday I have been trying to raise other issues which are under the jurisdiction of PM’s Department.
I have so many issues to raise and after waiting till about 4pm yesterday, I managed to sneak in a 3-minute speech. The time limit was set by the Speaker Lim Si Cheng.
Many Bankruptcy Discharge Cases Are Not Advertised and Published in Government Gazette
In my speech, I argued about the Deputy Minister’s reply on bankruptcy cases which have been discharged or annulled by court on 12 September 2007.
The Deputy minister Joseph Entulu anak Belaun said for the period 2005 to July 2007, there were 6813 discharged bankrupts, either by the courts or through certificate of discharge issued by Director of Insolvency, another 2,772 bankrupts were annulled by the courts, and all these discharges and annulments were advertised and gazetted to inform the public.
I said a researcher has done a research based on the figures given by the Deputy Minister, and found out that for the period 2005 to July 2007 only 2823 bankrupts, or 29% of the total, who were discharged or annulled from their bankruptcy had their records published either in the newspapers or the government gazette. What happened to the other 71% which were not published either in newspaper or the government gazette?
I said the reply of the Deputy Minister has gone against the clause 36(12) of the Dewan Rakyat Standing Order where a member of the House should not mislead the Dewan Rakyat.
I then went on to question the role of Insolvency Department where it has shown its poor delivery system to the public, because many bankrupt cases and cases of condominiums under receivership were being ignored, and I asked steps that will be taken by the PM’s Department to rectify this.
Khairy Jamaluddin Should Be Rejected By The People In Coming General Elections
In my speech, I also took the opportunity to query the stand of the government on the demands of BERSIH, the coalition that champions for free and fair elections. The demands of BERSIH are:
* The use of indelible ink to prevent double-voting;
* The abolishment of postal votes;
* Clean-up of the electoral roll;
* Equal and fair access to national media.
I told the House that a police officer from Bukit Aman Commercial Crime Department has contacted me to ask me to go for statement recording. I said what organising BERSIH rally got to do with commercial crime? If they said BERSIH is an illegal organisation and we cannot organise big rally like this, then how about those coalition organised by UMNO Youth in the past, like that PEACE & Barisan Rakyat that have organised all NGOs to defend the Palestinian people? Why didn’t the police investigate and stop them?
I also criticised Khairy Jamalluddin, the UMNO Deputy Youth Chief who called people who organised the BERSIH rally as monkeys (berok). The speaker then tried to stop me at this juncture, but I went on by criticising him and called on the people to reject Khairy Jamaluddin in coming general elections.

Ucapan YB Teresa Kok, Ahli Parlimen Seputeh Dalam Perbahasan Peringkat Jawatankuasa di Jabatan Perdana Menteri Pada 7 November 2007
1) Jabatan Insolvensi (maksud bekalan 6, butiran: 130300)
Datuk Pengerusi, pada 12 September 2007, Timbalan Menteri di JPM menjawab soalan lisan saya bahawa terdapat jumlah 9,585 kes bankrapsi telah dilepas ataupun dibatal, dan kesemuanya telahpun diiklankan dan diwartakan.
Seorang pengkaji ataupun researcher telah membuat satu kajian berdasarkan jawapan yang diberi oleh Timbalan Menteri tersebut, beliau mendapati dalam tempoh 2005 sehingga Julai 2007, hanya 2,823 kes bankrapsi yang dilepas ataupun dibatalkan oleh mahkamah disiarkan dalam suratkhabar ataupun warta kerajaan.
Sekiranya angka yang diberi oleh Timbalan Menteri di Jabatan Perdana Menteri itu tepat, ini bermaksud hanya 29% daripada kes bankrapsi yang dilepas ataupun dibatalkan oleh mahkamah diiklankan dan diwartakan, tetapi 71% daripada kes bankrapsi yang lain langsung tidak disiarkan di suratkhabar ataupun warta kerajaan.
Adalah jelas, Timbalan Menteri yang memberi jawapan di Dewan Rakyat kita ini telahpun memesongkan dewan dan melanggari Peraturan Mesyuarat 36(12)
Saya ingin tahu apakah berlaku pada Jabatan Insolvensi? Banyak kes bankrapsi dan juga kondominium di bawah ‘receivership’ menunggu tindakan Jabatan Insolvensi, tetapi kesalnya pihak yang terlibat selalunya terpaksa menunggu tahun demi tahun, tetapi Jabatan Insolvensi masih tidak mengambil apa-apa tindakan terhadap kes mereka. Macam manakah Jabatan Perdana Menteri mengatasi masalah sistem penyampaian yang lambat di Jabatan Insolvensi ini?
2) SPR (Maksud Tanggungan 7, Butiran 40000)
Saya ingin tanya tentang pendirian kerajaan terhadap tuntutan Gabungan Pilihanraya Bersih dan Adil (BERSIH), iaitu:
i) Penggunaan dakwat kekal demi mengelakkan penipuan melalui pengundian beberapa kali;
ii) Penghapusan undi pos;
iii) Pembersihan daftar pemilih;
iv) Media yang bebas dan adil dari segi laporan.
Di sini, saya ingin menyoal cara polis menangani perhimpunan ini, di mana saya dipanggil oleh pegawai polis daripada Jabatan Siasatan Jenayah Komersil di Bukit Aman untuk soal-siasat tentang Bersih. Apakah ini kena mengena dengan Jabatan Siasatan Jenayah Komersil di Bukit Aman?
Sekiranya BERSIH dianggap sebagai organisasi yang tidak sah, jadi gabungan parti politik dan NGO ini tidak boleh menganjurkan apa-apa aktiviti, maka saya juga ingin mencabar keesahan Pemuda UMNO yang pernah menggunakan nama Barisan Rakyat dan PEACE untuk menganjurkan aktiviti dan perhimpunan yang menyokong orang Palestin pada tahun-tahun yang lepas. Kenapakah mereka tidak disoal oleh polis?
Selain itu, saya juga merasa kesal ucapan Khairy Jamaludin, Timbalan Ketua UMNO yang menyifat mereka yang menyertai perhimpunan di Dataran Merdeka pada 10 November. Beliau malah menyifat mereka yang membuat tuntutan ini sebagai beruk di tepi jalan. Saya menyeru beruk seperti Khairy Jamaluddin ditolak dalam pilihan raya yang akan datang.

The Speakers in Dewan Rakyat is pro-BN and openly so. According to a survey by Oriental Daily, over 90% of the motion proposed by PAS, Keadilan and DAP are rejected. Not only they want to stop the newspaper from telling the truth, they also want parliament from debating matter of substance.
The Speaker rejected motions on press freedom, corruption, judicial scandal, pig farm (livelihood of rakyat) and temple destruction yet have time for certain politicians to waste tax payers’ money on remarks like MAS uniform, bocor remark, etc
Today, UMNO Youth started the ball rolling for supporting fuel subsidy withdrawal and asking rakyat to change lifestyle. Do these political tools know what they are asking for or are they protected from the implication of this withdrawal.
Imagine the pump price per liter goes up by 2 or 3 times. The domino impact is huge and we will also have GST to be introduced after the GE. I do not see lower of income tax as compensation while DBKL is considering imposing peak hour charges while NOT improving the public transport system.
Fuel subsidy comes mainly from our own petrol export revenue and tax payers’ coffer so the bulk of the benefit should go back to us. If want to change lifestyle, start with the corruption practice as highlighted by the AG report. Hang the people who approved the expenditure and make them cough back the money they ill-gotten. Retrench excess civil servants and cut operating expenditure which is the biggest slice of government budget. Do not buy submarines, need not purchase M-4 Carbine rifles (the WW2 M1 Garands and M1 Carbine are good enough for our happily idle soldiers) because we do not need them, especially they involve MONGOLIAN ISSUES!!!!!!!!!!!!!!

These fools can talk this way because they are already ultra rich!
In addition, being where they are, I’m sure they know all the ins and outs of utilising public funds to fund whatever that they are doing.
They are definitely not affected by any price increases.
Only the unfortunates who used their votes to place them there will bear the full brunt of the increases.
Perhaps this bitter lesson will teach them to use their votes wisely in the next GE!
