I welcome the Federal Government’s nod to Selangor to restructure the state’s water services but I regret it insists on proceeding with the Langat 2 Project even though the state has yet to issue a development order to Langat 2 Project.
Hiccups in the negotiation or discussion of the water services restructuring are mainly because of the lack of positive response, coordination and assistance from the federal government. In fact, nearly a year after the last meeting, the Ministry of Energy, Green Technology and Water has not called for further discussion or meeting on the state water services restructuring. Without their cooperation and coordination, it is impossible that the state water services restructuring can proceed as the federal government has the final say in Syabas.
Selangor Menteri Besar has clearly stated that he is willing to meet the Special Cabinet Committee Deputy Prime Minister Tan Sri Muhyiddin Yassin on Selangor water issue, but there is no response from Muhyiddin yet. In order to resolve Selangor’s water issue, both the federal and state government have to cooperate and put aside their respective political differences.
Selangor would like to acquire the four water service providers because the state is against privatisation of water services and the state wants to control water tariff and to manage the water services in more effective and efficient ways.
The federal government has officially invited Selangor to work on the water services restructuring few years ago, hence the Special Cabinet Committee on water issue should cooperate more positively with the state to reach a win-win resolution on the water issue instead of facing off with the state.

郭素沁吁中央协助雪州重组水供
勿在冷岳河2濾水站与雪州硬碰
（吉隆坡9日讯）雪州高级行政议员郭素沁欢迎内阁委员会不阻止雪州政府重組水供服務，以让雪州政府重组水供服务的声明；但是她对于中央政府有意在即使沒獲得地方政府發出的發展令，硬让冷岳河2濾水站的工程照跑的立场感到遗憾。
郭素沁今日发表文告说，雪州政府与水务公司的谈判触礁，与中央政府没积极协调和协助有很大的关系。事实上，绿色科技、能源与水供部已经将近一年没召开任何有关雪州水供重组的谈判会议。没有该部门及各相关部门的协调，有关谈判是不可能进行，因为中央政府在雪州水供公司（SYABAS）拥有决定权。
她说，“雪州州务大臣卡立已经表明愿会见内阁水供委员会的副首相慕希丁，但是慕希丁对于州务大臣的意愿却没反应。要解决雪州水供问题的僵局，中央和雪州民联政府一定要撇开彼此的政治分歧而合作。”
她补充说，“雪州民联政府欲收购四家私营化水供服务公司的原因，是因为我们不认同水供私营化的政策，雪州政府是为了控制水价及更有效的管理雪州的水务，而欲接管及重组四家水务公司。“
郭素沁也说，中央政府在数年前曾致函雪州政府，欢迎我们重组州内的水供服务，在内阁成立水供委员会以后，副首相更应该积极与雪州政府配合，寻求一个各造双赢的方案，而不是在冷岳河2濾水站的课题上，与雪州政府硬碰，藉此制造混淆。
