Saya mengalu-alukan kenyataan Menteri Sumber Asli dan Kelestarian Alam, Nik Nazmi Nik Ahmad, yang ingin mengadakan lebih banyak penglibatan dengan komuniti setempat berhubung cadangan pembatalan pewartaan tanah untuk projek perumahan di Kampung Bohol.
Sebenarnya, kerajaan sepatutnya mengadakan libat urus dengan wakil rakyat dan penduduk setempat sebelum membuat keputusan untuk memberimilikan tanah di sebelah Kolam Kg Bohol kepada pemaju untuk projek perumahan. Namun, amat dikesali, Kolam Takungan Banjir Kg Bohol terletak di kawasan Parlimen Seputeh, tetapi saya sebagai Ahli Parlimen Seputeh tidak pernah dijemput untuk menyertai apa-apa mesyuarat sebelum keputusan pemberimilikan tanah diputuskan.
4.4 ekar tanah kolam takungan banjir Kg Bohol akan diberi kepada pemaju
Saya tidak pasti sama ada Nik Nazmi sedar tentang pembatalan perizaban kolam takungan banjir Kg Bohol yang mana pendengaran akan diadakan di PTG Kuala Lumpur pada 20 Mei 2024, iaitu esok. Sebanyak 4.4 ekar tanah akan dikeluarkan daripada tanah Kolam Takungan Banjir yang telah diwartakan ini dan akan diberimilik kepada pemaju untuk membina rumah dengan harga pasaran bebas, iaitu di Plot 5 dalam rancangan kerajaan.
Pengeluaran 4.4 ekar daripada kolam takungan banjir ini akan mengecilkan saiz kolam dan kapasiti takungan air banjir.
Menurut laporan bertajuk “Bohol Land Deal Scrapped” yang disiarkan dalam The Star pada 15 Mei 2023, “Menteri Sumber Asli dan Kelestarian Alam, YB Nik Nazmi berkata laporan teknikal dan rekabentuk Bohol yang disediakan oleh JPS menyatakan kolam Bohol memerlukan keluasan tanah 33.1 ha (82 ekar) untuk menyediakan perlindungan pada tahap 200 ARI (Average Recurrence Interval) selepas mengambil kira pembangunan masa depan dan perubahan iklim.”
“Itulah sebab JPS meminta lot tersebut dikekalkan sebagai rizab sungai dan kolam takungan banjir, supaya kawasan itu dikekalkan rizab sungai dan kolam takungan, dan kawasan itu akan kekalkan keperluan rekabentuk kolam Bohol dengan volum simpanan 1.28 juta cubic meter.” (https://www.thestar.com.my/…/15/bohol-land-deal-scrapped)
Dalam taklimat PTG KL kepada saya dan media, selepas pengeluaran 4.4 ekar daripada kolam takungan banjir Kg Bohol, saiz kolam tersebut hanya tinggal 63.45 ekar ataupun 25.38 hektar. Ini adalah jauh lebih kecil daripada keluasan tanah 33.1 ha (82 ekar) yang dikehendaki oleh JPS untuk menyediakan perlindungan pada tahap 200 ARI (Average Recurrence Interval).
Apakah Kerajaan Perpaduan Madani sanggup mengorbankan kelestarian dan masa depan komuniti setempat serta meletakkan komuniti sekitarnya dalam risiko banjir besar dengan memberimilikan tanah persekitaran Kolam Kg Bohol kepada pemaju untuk menjalankan projek perumahan? Bukankah ini bercanggah dengan dasar kerajaan agar negara kita bersiap sedia terhadap risiko bencana banjir besar yang disebabkan oleh perubahan iklim sedunia?
Saya berharap Nik Nazmi sebagai pemimpin dan jurucakap dalam isu perubahan iklim dan alam sekitar akan meneliti bantahan penduduk terhadap pembangunan di persekitaran Kolam Takungan Banjir Kg Bohol dengan serius.
I welcome the statement of the Minister of Natural Resources and Environmental Sustainability Nik Nazmi Nik Ahmad prioritising the of involvement and engagement of the local community regarding the proposed cancellation of the land gazette for the housing project in Kampung Bohol.
In fact, the Government should have engaged with the local community leaders, the residents representatives and locals before making a decision to give the land next to the Kg Bohol Pond to a developer for a housing project.
In spite of the fact that the Kg Bohol Flood Reservoir located in the Seputeh Parliamentary constituency, and as the Member of Parliament of Seputeh, I was never invited to participate in any meeting before any decision to award ownership was made.

4.4 acres of Kg Bohol flood reservoir land will be given to the developer
I am not sure if Nik Nazmi is aware of the cancellation of the Kg Bohol flood reservoir reserve whereby the hearing will be held at Pejabat Tanah dan Galian (PTG) Kuala Lumpur, tomorrow, May 20, 2024.
4.4 acres of land will be removed from this gazetted Flood Reservoir land and will be owned by developers to build houses at free market prices, which is Plot 5 in the local government plan.
The withdrawal of 4.4 acres from the flood reservoir will reduce the size of the pond and the capacity of the flood water reservoir thus may contribute to flash floods affecting the lives and the livelihood of the residents in the vicinity.
According to the report titled “Bohol Land Deal Scrapped” published in The Star on May 15, 2023, “The Minister of Natural Resources and Nature Sustainability, YB Nik Nazmi said the Bohol technical and design report prepared by the DID stated that the Bohol pond required a land area of 33.1 hectares (82 acres) to provide protection at the level of 200 ARI (Average Recurrence Interval) after taking into account future development and climate change.”

In the PTG KL briefing to me and the media, after the withdrawal of 4.4 acres from the Kg Bohol flood reservoir project, the size of the pond is only 63.45 acres or 25.38 hectares. This is much smaller than the 33.1 hectares (82 acres) land area required by JPS to provide protection at the 200 ARI (Average Recurrence Interval) level.
Is the MADANI Government willing to sacrifice the sustainability and future of the local community by giving the land surrounding the Kg Bohol pond to developers to carry out housing projects? Is this the attitude and stance of the government to prepare our country against floods brought by climate change?
I hope that Nik Nazmi as a leader and national spokesman on the issue of climate change and the environment will seriously examine the residents’ objections to the development in the surroundings of Kg Bohol Flood Reservoir.
