Today, a journalist told me that now the protest shifted from me to another Chinese Malaysian woman in the state. I was then told that some PKNS officers protested over the appointment of Low Siew Moi as Acting GM of PKNS. The basis of their protest is not because she is incapable of leading a big organisation like PKNS, but because she is a Chinese, and not Malay, thus cannot be the “imam” for all the staff.
I only came to know Madam Low after I served as exco member in Selangor. To me, she is a “walking dictionary”, likewise to many staff members of the state government. She knows “head and tails” of many investments as well as investors and developers in the state, and she knows the background of many issues at her finger tips.
I don’t know her too well, but I know that she is very loyal to the state and PKNS, as I have seen her bargaining with businessmen who tried to press down the land prices of PKNS property.
While the country is facing economic down turn, while Malaysia is facing serious problems of brain drain, while our neighbouring countries like Singapore roped in many talented Malaysians to work in Singapore, yet when the Menteri Besar of Selangor tries to use “assets” like Madam Low as acting GM in a PKNS for just a year, we face protests from our staff…… How do we make Selangor “Negeri Maju” if we don’t treasure loyal and experienced staff in government agencies?? Six staff bodies of the Selangor Development Corporation (PKNS) have objected to the appointment of a senior official as acting general manager on grounds that she is Chinese.
Low Siew Moi was set to retire as PKNS’ deputy corporate affairs and accounting manager this month.However, Selangor Menteri Besar Khalid Ibrahim (right) recently appointed her as acting GM to replace outgoing general manager Harun Salim. Low, a trained accountant, has served PKNS for 35 years with her last post being deputy GM for corporate development. In their joint memorandum dated Oct 25 to Khalid, the staff associations said: “PKNS was established for Malays and to fulfill the Malay agenda. Because of this, the organisation needs to be led by a Malay.” The document was signed by the respective heads of associations of senior officers, executive officers and workers; the sports and recreation club; Islamic association, and staff welfare body. “The associations, unions and welfare bodies do not deny the capabilities of Low Siew Moi (left) in the management of finance,” they said. “However, leading PKNS would need certain leadership criteria, among them, rapport with all staff and associations and ability to communicate with different levels of personnel.” The memorandum stated that, as PKNS conducts activities that are spiritual in nature, its leader must understand and practice Islamic values. “In other words, the one who will become the general manager will be the ‘imam’ for all the staff,” the signatories said. Khalid defends decision Urging Khalid to retract Low’s appointment, they said they would only extend full support if current deputy general manager in charge of administration and development – Md Nasir Md Arshad – is promoted to general manager. “We agreed to extend Siew Moi’s retirement for one year and to appoint her as acting general manager for the time being,” he was quoted as saying. “We are of the opinion that she is very helpful in restructuring the operations and activities of PKNS in order to be the best organisation in this region.” PKNS is a state agency established in 1964 to help develop Selangor. |

I also shudder to think if the lot had any respect for MB Khalid, they should support him and his decisions like they supported ex-MB Toyo. Nevertheless, since PR took over it has been difficult. Take heart and allow us to offer the wisdom of God.

Evaluate their arguments carefully and if they are right, acknowledge that they are right and by the same spirit, if they are wrong then rebuke them by the same measure.
To allow them to see beyond skin color, we first must do so and must be seen as doing so.

What kind of Islamic values are they talking about? Justice, fairness, kindness, transparency & accountability? If so, then since when these values are exclusively Islamic? Aren’t these values shared by Christians, Buddhist, Hindus or even atheist too?
These are shared human values; as Muslims do not have exclusive ownership over these values, it is wrong for the PKNS staff bodies to use it as a reason to reject Madam Low Siew Moi.
The use of such a reason is not only unfair to her, but also insulting to Islam and Muslims in general.

If the requirement for a person to be a general manager of any state corporation is to have the ability to be the spiritual leader (imam) for all the staff i.e. to be able to lead the Muslim staff members in prayers or to have the knowledge to answer questions pertaining to religious matters from the staff members, how many of the batch of general managers we have currently leading national and state companies fit into such a requirement?
Why do we even need a spiritual leader to head a supposedly commercial and secular institution? Does a Muslim spiritual leader necessarily ensures a better running of the organization, as opposed to one headed by a non-Muslim?
Does such a requirement essentially makes PKNS an Islamic corporation? If it is, is it acceptable for non-Muslims to work in an Islamic company? Should we then simply fire all the non-Muslim staff members of PKNS?

Low Siew Moi’s appointment is respected by the Menteri Besar of Selangor and I am sure he has an objective behind the appointment.
He is looking more of the commercial application and rebuilding of the PKNS development and establishment of profiteering of the organization itself. Menteri Besar knows that the effectiveness and efficiency of the PKNS has not been truly developed during the era of crony of the UMNOs.

Reference is made to the above regarding “PKNS officers protested over the appointment of Low Siew Moi as Acting GM of PKNS”
This mentality has been prevalent within the state and federal government administrative and policies (unwritten) for a very long. The origin of this can be traced from the time of our 2nd Prime Minister. However, the situation was not that serious in comparison to the present circumstances. The period of Mahathirism saw the entrenchment of “Only Malays for the top position” attitude and policies (Though he never practised it with his team of advisers. We know why). Only handful of Non-malays was appointed to the top position in industries and departments which are of less significance. Further, the down-line leaders approached this attitude in two contrasting ways.
From my personal experience as the Ex-Director of Corporate Services (1994-1997) at Industri Pendidikan Negeri Selangor (Selangor State’s education arm) the contrasting outlook of “productivity” and “propaganda” usually projects the man’s sensitivity of people. During the period when Tan Sri Muhammad Taib was the Chief Minister of Selangor, many non-Malays were given the opportunities to move up the state government/corporate ladder. I was one of them. However, with the change of leadership from Tan Sri Muhammad Taib to Tan Sri Abu Hassan in 1997 many of us were placed in departments/divisions i.e. “cold storage” with the excuse that since this is a Malay organisation, non-Malays will not be able to perform with full support and confidence (What a crap). Basically, this was an issue of garnering state support because many UMNO members were not happy with Abu Hassan. Prior to this he had been challenged as the UMNO Division head of Kuala Selangor by the present MB Tan Sri Khalid Ibrahim and Dr. Katni Kamsono Kibat, whe was the former deputy director Kolej INPENS. Political survival thru propaganda was the strategy to consolidate his power.
I slogged with my team for three years not concerning of time to draw up and execute marketing, business and administrative strategies to uplift the status of the organisation. Even when the Business consultants were appointed with a fee of RM100 000.00 to come up with the business plan, we modelled an alternative business plan which was later adopted and approved. The result of our plan was that brought about Universiti Industri Selangor (UNISEL).
Therefore, the real issue is here is not about the Malays wanting a Malay up there but the type of UMNO leader who disseminates the biasness. What we have in the protest is not a remonstration on productivity but propaganda by UMNO linked “political slaves”.
The current administration must follow thru the decision. To back now is to move backwards. Yes, there will be repercussions from politically motivated protestors. But these protesters only make up of an insignificant numbers. The majority will value the creation of equal opportunity based on performance and merit.
This issue if looked upon positively can produce the beginning of a new chapter in the Malaysian social-political scene. The workforce can be motivated to labour without the trepidation of racial criterion for career progression.
Like someone stated recently, “why can’t the GLCs’ compete (like-to-like) with Air Asia, YTL, etc”. Simple and the answer is right in front of us.

Sad, upset and phatetic….that’s is the best word to describe how the Muslim and Malays feels when every single minutes/seconds all the people outside there
non-stop slamming, commenting and insulting the religion and culture. It is as if these people know in-depth about the religion and culture when they post their comment. It really hurtful to read some comments which touches the sensitivity of the Muslim and Malays. Just think if it the other way round…surely there’ll be same reaction and views.
As for the PKNS issue, on the surface its sure seems to be unfair and bias. But have we thought in depth why the head of associations put forward the memorandum? They have reasons for the rejection and they have done it to avoid future misunderstanding and controversies which they migth forsee with the new appointment. So, is that so wrong?….At least they highlighted the issue pertaining to the appoinment before any problem arises. One should be be open minded to think and consider about the suggestions by these six Heads instead of straight away “bombarding” them.
To all Malaysians….there’s one thing that we ALWAYS forget (or maybe purposely forget or just ignore) is we don’t respect other people religion and culture. Lets us study in-depth about our own religion and culture before we open up our mouth to criticize other religion and culture. Then only we have peace and harmony.

No body here is disrespecting any religion or culture. They are merely disappointed that there are so many protests when a non bumi were chosen to head a government agency. As the government is trying to promote racial harmony, why do we have all these fuss here at this point in time?
The PKNS issue is racial, unfair and bias whether you like to view it this way or not. The rejection is clearly based on race issue and nothing else. So, do you think this is not wrong? I would support the appointment of anybody who is MOST qualified to lead an organisation disregard the skin colour. It is indeed noble to suggest to everyone to understand the situation better before commenting but however, I detect a hint of biasness in your comments. Indeed sad, that you have to follow the footsteps of Chamil as a harbinger of destructive “ifs” -you with the ‘if future conflicts happens’ and Chamil with the hypothetical assasination attempt..
I suggest you look at the root cause of your weak grammar – please do not be pessimistic or even attempt to foretell the future-it is not our duty on this Earth.
In the beginning, the appointment was a normal corporate exercise until people started using race as a justification to oppose the appointment. Nobody was ‘bombarding ‘ nor instigating FOR the appointment based on race until the objections were raised using race and religion as justification to oppose.
Let us see beyond the parochial bias, look at the appointment as a normal corporate exercise- if she and the rest of the staff do not perform as per set KPI’s, then she gets the boot in disgrace.

PKNS as one knows was started by the state government many years ago. The early pioneers were basically non malays engineers, a group of mainly chinese and indians. Over those years it became an extention of the government departments where the contributors were not recognised and promotions for non malays were bypassed where suddenly the juniors bossing over the sifus. Its indeed ironic that when Ronnie Liu to state recently in the Selangor assembly replying to an MCA WR that the state does not discriminate on the basis of Skinned color whereas a state Exco from PAS took up the issue of the appointment of a non Malay to the post of PKNS head. Where is the consistency?
I agree with Ahmad Ismail that we should avoid casting negative aspersions on someone’s race in our responses and focus on the action/behaviour of the individual(s) instead. For the last 30 years or so especially under TDM era, government instrumentalities have been politicised to such an extent that non-malay Malaysians can’t feel but been disenfranchised in their own country. There are those who abandon principles choosing to benefit from their association such as MCA, MIC and others and there’s the majority who just soldier on, muttering under their breath often surviving in the best way they can hoping that eventually one day..their rights are duly recognised in the country of their birth.
If you were to look at all the media information available to date on the PKNS issue, it would seem that the MB had picked Madam Loh Siew Moi for the following reasons
• that some current senior executives and staff have been involved in dubious commercial activities under the auspices of the previous state govt under Khir Toyo. This include those who would otherwise be included in the calculations for the role of GM

Is worthy to note that Madam Loh as with the GM were about to retire. That the MB has not been approached the GM to defer retirement suggest that there’s more than meets the eye. As this issue unfolds, no doubt…Utusan and the usual hangers-on will pound their chest like Tarzan swinging from one tree to tree extolling the virtues of Ketuanan Melayu.
Similar situations will continue to unfold in the months and years to come and we will continue to get responses from readers in a language and tone that’s uncalled for. It is best that we take a step back and critique what’s been done in an unemotional and objective manner and remember that despite our racial heritage, we all Malaysians first. Appointing a GM bring so much protest? Why? because she is non-bumi, not because she is incapable. because the position may hold by bumi for few decades. beacue PKNS staffs mindset is only bumi. because some one may lose benefit. beacuse some one is behind the protest.
If i’m bumi, if appointment of 1 non-bumi as GM will bring graet acheivement to PKNS, I will choose the non-bumi as the GM because she/he will bring more profit to the organization.
In this case, again, the PKNS staffs protest due to the their boss will change to a non-bumi. Is there any problem that a non-bumi become the head of a government body among thousands of government bodies? Or should all organization (government & private) should appoint a bumi as their head regardless of their capability?
As Malaysia is a multiracial country, if the PKNS head is capable & manage to bring great profit & share among all races of Malaysia, then he/she is a good boss regardless of race. If the head will only bring great loss to PKNS, even betray his/her own race with taking advantage for his/her own, we should not support him/her.

PKNS role is to develop Selangor. Unstated – it is to re-structure society i.e NEP. We know the BN mechanics will not be achieved. There are better ways to achieve these goals. PKNS is not an efficient way to achieve these goals.
I proposed the Selangor state government review the role of PKNS and if needed sell off PKNS or liquidate it. I also proposed the Selangor government to look at better ways to achieve these goals.

In my own blog, I always try to look at things the other way. If the MB gives in to the demands of those Malays who must have a Malay as the head of a ‘major government body’ like PKNS, he will be doing a great disservice to ALL MALAYS who are currently heading major govenment bodies. It will mean that perhaps they are not the best qualified to do so and are only there because of the colour of their skin. What nonsense. I know many very talented Malays holding such high offices and to have something like the appointment of LSM and the uncalled for reaction to her appointment on the grounds of her race casting asperations on ALL Malays in senior government post is indeed unfair to all of them. Hey guys, do yourself and your race a favour – back off.
Maybe it is time we boycott PKNS companies whenever we can. The pocket vote is more effective than election.
As taxpayers, we are also shareholders of PKNS. We expect the Selangor State Government – MB and Executive Councilors to ensure PKNS deliver results.
1.No more state govt bailout to PKNS.
2.Any subsidiary not making money must be closed or sold off.
3Implement employee performance appraisal system.
Any employee not performing to be let off after given a chance to improve.
4.Actively remove lowest 5% of employees performance grading.
I think this will buck up this moribund organisation.
