Minister in the Prime Minister’s Department Nancy Shukri (pic) wants the system of having a Parliamentary Select Committee and Law Reform Commission to facilitate the finalising of bills be re-introduced.
She said this was because the system used currently was observed to be less efficient to the extent of causing difficulties to the parliamentarians.
“It is unfair for the parliamentarians to be stuck in the Dewan Rakyat until 2, 3 or 4am for three days in a row.
“This is an unhealthy process. So, I hope there will be a more efficient process in finalising a bill in future,” she told reporters after opening a seminar on ‘Women and Children’s Rights and Issues’ in Nusajaya, Johor Baru today.
She was referring to the recent debates on the bills tabled in the Dewan Rakyat which stretched to the early morning hours.
Nancy, who is also Batang Sadong Member of Parliament, was confident the system which had been used before to discuss the bill on violence against women, could facilitate the passing of bills.
“This is because at the initial stage, lawmakers from both the opposition and government would have perused and discussed the related issues. So when a bill is tabled in Parliament, the debate will not take long, hence saving time.
“Many countries like the United Kingdom and Australia have been practising this system, where a bill will be fine-tuned by the committee before it is brought to Parliament for debate and approval,” she said. – Bernama, April 13, 2015.
