I am in Hanoi attending a international seminar for MPs. While I was away, my former assistant who was sacked by the party, Khong Chee Seng, and Tony Tan, the guy who filed a defamation suit against me, were present at the press conference of MCA Seputeh Chief Dr Sua and others, to whack me over the delay in getting strata titles for the house buyers in United Garden old flats.
United Garden old flats were built in the 60s. The house buyers were unable to get strata titles because with the Strata Title Act, where CF is a pre requisite requirement in application of strata titles. All the old buildings don’t have CF as this was not the requirement at the time they were built.
The frustration of the house buyers is understood. After the amendment to the Strata Title Act at the end of last year that gave way for developer to apply for strata titles for old buildings, I have spoken to the developer few months ago and they told me that they have submitted the application for strata titles to the land office but it has been delayed till now. I have also explained this to some of the residents and I have helped two blocks to set up resident association.
Khong and MCA know what had happened. However, they purposely twisted and turned the issue to attack me. Look at the remarks of Dr Sua in Sin Chew metro page, he said, ” The people of United Garden have approached the MP to handle the problem but nothing have come out of it.”
Khong told the press he hoped I can work with him and the MCA to handle this problem together for the sake of the people.
He claimed he had set up a pro-tem committee with the help of the PJ Sea Park Committee in May. He said, “However, after the setting up of the protem committee, I then heard Teresa Kok announced to the residents that she was in the process of applying for strata titles for them.”
“However, in the letter of the land office to me, it said that no one has applied for strata title until today.”
This is a blatant lie, I have never told the residents that I will help them to apply for strata titles, I just conveyed to them what the developer has told me. How can an outsider like me apply strata titles for the house buyers there?
Khong is familiar with housing laws, he should know this by finger tips, why does he purposely twisted and turned the story?
I have written to the land office to enquire the status of the application of strata titles by the developer few months ago, the land office replied me that the application of strata titles is still under process.
Hai (Sigh!), I have always been trying to promote new people in the party, at least in my DAP Seputeh division. However, I should admit that I have made poor judgement by choosing the wrong guys. While I lament over my lack of wisdom in choosing the right people to be my assistants in the past, may be I should also be grateful to God that I have got rid of them earlier.
My conscience is clear, whether on the dispute with my previous assistants who had betrayed me, or with people who come to seek help from me. I have never wronged anyone in the process. If they still want to attack me by twist and turn the facts, I believe that KARMA will come upon them one day, and they will face the consequences.

居民披露,他們在該處居住了30逾年,多年來要求發展商申請分層地契,但發展商卻總說手續仍在處理,令居民憂心不已。

馬華士布爹區會主席蔡崇繼表示,眼見李延年花園組屋被分層地契困擾多年,因此馬華決定配合由鄺志勝帶領的臨時行動委員會,以協助居民解決問題。
他希望政府可以簡化申請分層地契的手續,以方便居民們進行申請程序。
他強調,居民遲遲未申請到分層地契,已影響了組屋內約3千人的福利。“雖然居民多次通過當地的國會議員處理有關事情,但每次都不了了之。”
出席者包括馬華士布爹區會副主席馮達鵬、馬青副團長陳國文、居民陳志聰及鄺志勝等人。
此外,馮達鵬希望通過集合居民們的力量,及確保居民不受其他方面誤導的情況下,一起申請分層地契。
鄺志勝:盼郭素沁不計前嫌
共同為居民爭取福利
另一方面,鄺志勝表示,目前已成功收集90%的居民資料,因此他希望行動黨士布爹國會議員郭素沁可以不計前嫌地和他及馬華合作,共同為居民爭取福利。
他是在今年5月與當地居民決定成立臨時行動委員會,同時該委員會也獲得靈市東南亞公園委員會的協助。
“但在臨時行動委員會成立數天後,我就聽說郭素沁向居民宣佈她正在進行申請分層地契的程序。
“可是,後來土地局在7月發給我的信件內容中註明至今沒有人去為申請分層地契。”
因此,他希望可以和各造合作,以早日解決居民的煩惱。

由於郭素沁人在國外,記者無法聯絡上她對上述指責作出回應。

I have something to say about this particular Strata Title Event.
With an open mind, I checked with some of my friends who are owners cum residents of these so-called old flats, and I had taken a back. They mentioned very clearly that they had approached for help with the then MP and so with the current one. With the then one, three terms, so lapsed for 15 years; with the current one, the period of 10 years is almost reached. It is undoubtedly that there was “no continuous effort” at all between the predecessors and you as the current one.
Knowing very well that this public issue is actually a PRIORITY in United Garden, a part of your constituency, which supported you with substantial number of votes. They all granted their support with their sincerity for 2 terms and in return, they found that they are NOT being served, as they deserved to be.

You are aware fully that all these folks are appealing to you for help. I am badly puzzled by your above statement as to why you did not tell them you will help them to apply for the strata title. In all fairness, they are not asking for anything extra, as they only want to have a solution. Playing the role of convey the message from the developer will result at nothing, mind you nothing at all. If you choose not to lead them, at the least you should make a commitment to help them. I just wonder what you are up to, or perhaps, you might have other more important agenda in Kawasan Seputeh.
For a 30 years old problem in the constituency, you should have acted diligently with all the sincerity in you. I urge that you would put your feet in socks of the owners cum residents and you would then able to share their feelings.
These folks are NOT bothered about who you had chosen to assist in the constituency. They are not in a position to comment either. They are totally not interested to be dragged into the struggles among you and your assistants. Are they telling a lie or they just want to continue with their mission to assist these people? Who knows? These folks will eventually tell the community the truth, which have actually contributed their good effort in solving the problem.
Dear YB, please come forward and lend them your helping hands ASAP. I sincerely trust that you would not turn a back to them.

My office was in United Garden among the old flats for 6 years before I shifted to current place. I have co-existed and cooperated with all these residents of the old flats with strata titles problems. None of their everyday problem was ever too small for my office to handle.
I am well aware of the strata titles problems. It is a problem with no quick fix. The residents have contacted the United Garden developer, namely United Housing Sdn Bhd, they have updated me what they have done all these years, that their strata titles application is at the final stage, the developer is equally frustrated with the land office on the delay in approval. I have played my part to follow-up with the land office too and I have got their written reply, that the land
office is “looking into it.” I have repeatedly pressed the land office more urgency in this matter. Both the developer and I have been hoping that the land office can get the job done by end of this year.
I have conveyed the message of the developer to the residents in United Garden. I have formed a resident association in two of the blocks
there, and I have briefed the media about the latest status too. This is the best I can do to inform the people. There are a few thousand residents staying in those flats and it is not possible for me to tell each and every one of them personally.
According to the law, only the developer can apply for strata titles for the house buyers and NO ONE can do so on behalf of the developer, so don’t believe boastful claims you read in the media.
I have arranged for the developer to meet with the
residents again. If you are interested to attend the meeting, please contact my office.
Whatever it is, if our gomen servants do their jobs properly and efficiently, strata titles should not take so long.
I hear it everywhere, strata title take ages to come out.
If these office paper pushers living on tax payers’ money do what they are suppose to do properly, then we don’t have this sorry state of affairs.

Your office was in United Garden for 6 years before it was shifted and your predecessor’s office was also there for about 15 years. The time lapsed is more than 20 years by now. What does it mean to you? What does it mean to the flat owners cum residents? Please allow me to comment that the sense of urgency in dealing with this particular matter is simply the poorest of all.
Many folks have been saying that some of them could have left this world and possibly a big percentage of these folks remain indifferent as they could not trust anyone who come forward to help.
In solving a problem of such degree of PRIORITY, things have to be done in a pragmatic way. A disorganized approach or a piece meal method would not draw a convincing result. The basic expectation of these folks is very direct. The progressive results achieved should be announced and be made transparent to the committees involved. Anyhow, as a matter of interest, should one ask “Was there an action committee with a substantial representation ever formed to tackle this outstanding issue?” Well if so, they are to be lead to carry out their task effectively. They are responsible to monitor the progressive work of the developer over the period.
It is seen in the eyes of the folks that the aforesaid Housing Developer has yet to get her work done over a period of say 30 years. Many reasons or perhaps excuses have been given again and again by those persons who were previously and are currently involved. The loss of confidence, the loss of trust, the loss of patience and the worst of all, these folks are thoroughly DISAPPOINTED.
It is imperative to highlight that they are STILL longing to see that the developer is TAKEN TO TASK! But there was no such activity at all. There was no one who is accountable for doing the “PUSHING WORK”. Why? Any good reasons again? Many people are doubtful that whether this developer is being “BLESSED” and “SHELTERED” or “PROTECTED” during all these years of non-performance. Who have a role in this event? These folks just hope that a truthful person could unveil the truth. They tend to ask what has gone wrong.
Dear YB, please remember, these folks have come to a stage that they take no compromise. They want the problem solved and it is not just a matter of only getting the developer to meet up with the people. They are firm and they want a SOLUTION with no further delay.

1) The application for strata titles for old
buildings involves the amendment of the Strata Titles Act. There is nothing a wakil rakyat can do except to press for the amendment, which I have done.
2) I have helped people in the United Garden in many issues, and the title problem is part of a whole basket of issues. We have contacted the developer from time to time and we got the same answer. The residents got the same reply from developer too. MCA people come to United Garden each year to have press conferences on the same old issues. They are just making noise to cover up their MPs’ inability to get the Act amended earlier.

I sympathise more with the MP than the residents. For all the pressure exerted on the over-worked MP, the residents could have exerted pressure on the relevant local authorities. There is only so much an MP can do and all they are interested is a solution which depends on the developer and more so, on the approving authorities.
YB Fong Po Kuan used to say she spent a lot of time dealing with blocked drains, potholes and uncollected rubbish!
Imagine the opportunity costs of having a lawmaker dealing with inefficient local authorities who are more interested in spending public money on overpriced flower stands and taking the councillors on overseas trips. For a start, for this coming election we should be voting against BN for insisting on political appointees (a.k.a. Yesmen) to fill council seats.

hi, care4u, I understand how you feel and what you are saying. I am a resident at Taman United and i can confirmed that what YB said is true. She never promise us to apply strata title for us. We did went to her office to brought up this matter. Guess who do we meet ?
We met Khong and another staff call Mei Yue. Khong has promise to solve the strata title matter for us. I dont know whether Khong inform YB about this.But from the way Khong handle things in Taman United, i believed that he did not highlight this matter to our MP.He done a lots of promises but he never do it. I will comment that our MP fail is because of him. This is my personal view and i dont mean to attack Khong. You know how the people in our block named him “Kong chee Sin” or tai chek Kong it means “talk first” or “talk only” do or not is another matter. I m not MP supporter but from what i see now i think we should give more support to our MP. I think Khong is use by the bloody MCA to attack. Its a pre election sign. ha ha ha ha . Hi Mr “Talk first” cheap publicity la. Lastly to tell everyone i am from block C

The man with a surname Khong appears to have losing his mind but “fortunately” still managed to “Gong” (Talk). So you know person who can still talk without thought means………He is a bankrupt politician!
RAKYAT, please think! If we have got a sincere and clean government, we wouldn’t have to discuss about the issue of Strata Title, take ages to get it …In fact all these problems exist due to the government (They make the law, execute and to address the issues), one hero from the same side (The BN politician) will stand out and try to be the savior! If they managed to solve the problem (which was indeed created by their own man), they claim that they are good. But if they can’t (sometime their man in the government do not give him face or too busy for other things), they will say Teresa is incapable. The method “To create problem then solve the problem” is one of the most popular “scene” in BN Drama. RAKYAT, open your eyes and carefully recall all cases in the past….you will find similar “scene” in all the Drama!
Today, the man with a surname Khong could not find any Truth Land, obviously the wave will sweep him away and he is “fortunate” to have the “rotten branch” from the local BN….
The man with a surname Khong, perhaps you may like to have the second or third thought : 回头是岸!Don’t continue with your journey together with your “rotten branches” as you will be “rotten” as well (in fact, the process has started!).
